It is impersonal demands in the times to study on concerted relations between economic and social development with rural education. Also it is a pressuring task that we are facing. China is a large agricultural state. It depends on agriculture as foundation of national economy. Populations of farmers are majority in our nation. Rural area is expensive in our state. Therefore, major problems in China are the problems of agriculture, countries and fanners. If development of economy and society were stable and sustainable, development of agriculture and countries must get a head in China. So rural education take a role of foundation, leading and entireness. It is necessary to develop rural education in order to uplift qualities of population, promote increasing of national economy and actualize the aim of richness. But the qualities of farmers on science, technology, culture and psychology are not assorted with rural modernization. So it is significant on theory and practice to study on the concerted relations between economic and social development with rural education. Because the studies lay foundation for sustainable development of rural economy and society, boost rural industrialization and citifying, promote rural spiritual civilization and enrich the theory about Chinese public educational system.The contents of the studies were come from tow projects of that the author has taken charge for the educational government in Heilongjiang province. The projects were the studies on the relation between regional economy and regional high education and the studies on sustainable development of agricultural education, rural economy and society. Heilongjiang province-the large agricultural province was illustrated in the paper. The relations among rural education, economy and society were discussed roundly and thoroughly. Some tactics were brought forward about how to deal with the relations. So the studies have universality significance to conduct our works. Aim of the study lies in adjusting rural education, enhancing ability that rural education serves for economy and society, as well satisfying with construction of richness society and rural modernization.The paper summarized internal and external theories, practices and models on the relations on the relations among rural education, economy and society. Some problems of theories and practices in the subject must be discussed. And the studies were established onthis foundation.The studies based on status and trends of rural economy and society in Heilongjiang province. Backgrounds of rural education on resource, economy and society were revealed The method of DEA model was used to estimate contribute ratio on agriculture given by rural education in Heilongjiang province in the paper. The result testifies that rural education devotes to rural economy completely. Meanwhile combinative forecast models were used to predict transfer of rural labors in Heilongjiang province. The accelerated trend that rural labors transfer to the second and the third industry were reveal. Meanwhile the role that rural education takes in the transfer of labors was proved. System of indicators to evaluate rural sustainable development was designed in the paper. Some superiorities and problems on rural economy and society in Heilongjiang province were revealed through synthetic evaluation to sustainable development of economy and society in Heilongjiang province using the indicators. Thus foundations to study rural education assorting with economy and society were provided.The concept and function of rural education were given in the paper.
