Aiming at practical needs of the development of the graduate education and the new quality requirements from the development of the society, economy, science, technology, culture and so on at present time in our country, this dissertation, from the angle of evaluation, tries to construct an more suitable and relatively perfect quality evaluation system to meet the needs of ensuring the quality of graduate education and prompting its healthy development.The dissertation consists of six chapters:The first chapter is mainly about why I choose the issue to study, and the basic theme of how to carry out the research, the present situation of the related researches, and the definition of some key conceptions.The chapter two analyses the historical development of the graduate education evaluation system in our country and its present situation, points out that there exists two main problems in the present quality evaluation system of our graduate education: faultiness of the system, and its low efficiency and effectiveness.It is found that there are two causes, one is outside of the quality evaluation system, mainly because of the influences from the society system, the outlook of the value and the historical customs and cultures; the other is the inside reason of the quality evaluation system, mainly because of the immaturity and imperfect of the basic theory, the methods and the technology of the evaluation. Therefore, this essay tries to establish and improve the graduate education evaluation system and enhance its efficiency and effectiveness so that to guarantee the education quality meeting the requirements of the society.Based on the second chapter, chapter three compares the constructions and characters of the quality evaluation system of graduate education in three main western countries: America, Britain and France, and summarizes three typical models: the leading evaluation part of the system in America is social evaluation; both self-evaluation and governmental evaluation in Britain, and governmental evaluation in the France. By analyzing the causes which shape these three models, the essay' points out that the quality evaluation systems of graduate education in any countries is connected tightly with their political, economical systems and their historical customsand cultures, and varies with the changes of these factors. And it also summarizes the common tendencies which exist in the quality evaluation systems of graduate education in the three countries.The fourth chapter theoretically discusses about the basis of the construction of quality evaluation system of graduate education. Firstly analyzes principal parts which consist of the quality evaluation system of our graduate education from three aspects: the diversity of the value orientations, the subjects of benefit and the subjects of power, points out that the government, society and the universities and colleges should be the main evaluation subjects in the quality evaluation system of our graduate education, and analyzes the relationship which is mutually either conflicted or harmonious among them, and then uses the theory of governance to discuss the powers and responsibilities among them, proposes that under the theory of governance, the quality evaluation system of graduate education should shift to a kind of multi-subject quality evaluation system from a kind of single subject quality evaluation system, in which the government is the sole subject, and should establish a mutually negotiated and supported model among them.In addition it analyzes the area for application of this theory, and points out that the propriety way to reform the quality evaluation system of graduate education is: pay more attention to the government role and strengthen administration according to law; support the social evaluation institution; and allow the autonomous right to the department of graduate education and then ameliorate the self-evaluation system based on the specific of graduate education.The fifth chapter concretely discusses the constructio...
