In recent years, the graduate enrollment expands continuously and the training channels are becoming increasingly diversified. But the traditional quality evaluation system of graduate education which was controlled by single government subject can not keep up the pace of the development of the times already, so the study on the quality evaluation system of graduate education is put on the agenda gradually. Quality evaluation of graduate education is the important means to ensure and improve the quality of graduate education. From the point of view quality evaluation, if we explore an effective way to ensure the quality of graduate education in our country, it will have great significance no matter in the theory or the practice value.Our traditional quality evaluation system of graduate education is mainly composed and controlled by single government subject. With the development of socialist market economic system and the changes in the training way of graduate, the evaluation system of single subject can not meet variety requirements of the society. Therefore, in order to construct and perfect the multi-subject quality evaluation system of graduate education which can meet the needs of the times development, we must reform the existing quality evaluation system of graduate education. The paper consists of five chapters.The first chapter is mainly about the backgrounds of the study, significance and the present situation of the related researches, point out the related theoretical basis, and the basic theme of how to carry out the research, and the definition of some key conceptions. The second chapter analyses the historical development of the graduate education evaluation system in our country , proposed two historical stages of development: government evaluation phase under the planned economic system and initial attempts under market economy, and proposed the problem of single-subject, analyzed the reason of this issue. And think that this is subject to our system, values, and the impact of historical and cultural traditions. The third chapter using the comparative method to explore the constitutions, functions and coordination conflicts of the subject in quality evaluation system of graduate education of America and Britain, analysis the common trends of the two countries and pointed out the reference to china. The forth chapter analyze that we should introduce the multi-subject to quality evaluation system of graduate education to construct the multi-subject (with government, society, colleges and universities) quality evaluation system of graduate education in our country. And the writer think that the three evaluate subject can form the partnership. The fifth chapter summarizes the main point about the article and expresses the hope.
