The twenty-first century is the era of rapid development of information, knowledge-based economy to thrive as a new era of education has brought new opportunities and posed new challenges. The information age has brought opportunities and challenges, civic information literacy is crucial in order to highlight the country's competitiveness and improve the information literacy of citizens. Training the information literacy of the citizens should be from childhood, so scholars from various countries have extensive attention of information literacy education research in primary and secondary school.This study uses literature review and comparative study of methods, and strive to collect and collate information literacy education in American schools of all types of information, find the similarities and differences of information literacy education in the Chinese and American objectives, policies, content, mode and other aspects, analysis Information Literacy Education in the two countries, to help the education in the practice of information literacy and basic education reform of our primary and secondary school.The first part mainly describes the background and significance, purpose and main content, research methods.The second part focuses on information literacy and information literacy education, to explain the concept and meaning of information literacy and information literacy content and standards, related concepts discrimination and outlines the current status of information literacy education.Part III and Part IV describes the respectively primary and secondary status of information literacy education of the United States and China, literacy education from the information objectives and content of forms and other aspects of a comprehensive analysis.The fifth part is the focus of this article, mainly comparative China and American policy objectives of information literacy education, curriculum development and other aspects of models and conducted in-depth comparative study of corresponding conclusions into the country to urge the development of information literacy education.Part V summarizes the paper and inadequacies of innovation, hope to helpful to the future generations to learn from.In view of the United States as one of the most developed countries in information technology, the content of information literacy education to some extent represents the current prospects for the development of information literacy education and its trends, this is why we comparative the Chinese and American Information Literacy in primary and secondary schools, learning the experience and lessons of information literacy education in the U.S. can help China's reform and development of education and enlightenment in the future.
