Evaluating students' achievement of physical education is an essential part of school physical education teaching. What to be evaluated? How to evaluate? Answer to these questions will influence students' progress and development. Since the commencement of new physical education curriculum reform in national fundamental education, a lot of physical education teachers and researchers are paying close attention to the reform of achievement evaluation, In order to accommodate the physical education curriculum reform in national fundamental education, a great lot of researches on the system of achievement evaluation of physical education are conducted in this study and the purposes are:(1) to perfect the theory of achievement evaluation of physical education and establish the theory base of reform in this field; (2) to find and solve the new issues and difficulties appeared in the reform process of achievement evaluation of physical education, and to enhance the maneuverability of new system of achievement evaluation of physical education; (3) to develop a series of tools for achievement evaluation of physical education (e.g. evaluation scales and systematic evaluation software etc.) in order to help physical education teachers to carry through the reform of achievement evaluation of physical education effectively.Theoretical study has been conducted by referring to a quantity of literatures in this study, moreover, a series of investigations and experiments about the achievement evaluation of physical education of primary and high schools in our country have also been conducted. Firstly, 2 investigations are conducted to 377 in-service physical education teachers in provinces or cities of Hubei, Zhejiang, Shanxi, Jiangxi, Guangdong, Jiangsu, Anhui, Hainan, Fujian, Shanghai, Liaoning and Shandong etc. Secondly, 5 experiments on achievement evaluation of physical education are conducted within 65 classes of 28 primary schools or high schools in Shanghai, Chongqing, Dongguan in Guangdong, Qingdao in Shandong, Xiameng in Fujian, Quanzhou in Fujian and Bengbu in Anhui etc. Thirdly, several turns of investigations are conducted to 30 experts of school physical education and some in-service physical education teachers in provinces and cities of Beijing, Shanghai, Fujian, Jiangxi, Shandong, Guangdong, Anhui, Chongqing, Hubei, Zhejiang etc. with the Delphi method, and Achievement Meta-evaluation Scale of Physical Education for Primaryand High School is developed; Self-Evaluation Scale of Learning Attitude of Physical Education, Self-Evaluation Scale of Affection and Cooperation, Self-Evaluation Scale of Healthy Behaviors are developed for pupils, junior high school students and senior high school students respectively (9 scales in total) by investigating 1821 pupils and high school students ( 536 pupils, 646 junior high school students and 639 senior high school students) in provinces, cities and autonomous regions of Jiangxi, Shandong, Fujian, Guangdong, Zhejiang, Chongqing, Anhui, Henan and Guangxi etc.; Evaluation Scale of Learning Interest of Physical Education is developed for pupils, junior high school students and senior high school students respectively (3 scales in total) by investigating 1960 pupils and high school students (516 pupils, 707 junior high school students and 737 senior high school students) in provinces, cities and autonomous regions of Hainan, Jiangxi, Shandong, Guangxi, Fujian, Guangdong, Shanghai, Zhejiang, Jiangsu, Hubei, Chongqing, Anhui, Henan, Shangxi, Ningxia and Tianjin etc. Finally, with the help of modern information technologies including data base and software development, a software called Achievement Evaluation System of Physical Education for Primary and High Schools is developed by synthesizing all results in this study.Through a series of studies mentioned above, the following conclusions are made:It is both imperative and practical to reform the achievement evaluation of physical education in our country's primary and high schools.(1) Reform is needed for traditional achievement evaluat...
