The phrase discourse power is having a high occurrence rate recently in the cultural and media researches. Discourse power is, to the writer, the impact of controlling others that formed by the discourse construction (or expression), which is who have the right to speak, whose voice can be conveyed. The strength of the discourse power is related closely to the political systems (civil power, regime), the grasps of the medias (papers, broadcastings, videos etc.), the operate by the economy (family farming economy, planned economy, market economy), the personal positions (sainted, entitled). Normally speaking, the interest group who grasps the civil power often has more or stronger discourse power.The aim of education is an educational concept that used in the modern educational history. "The aim of education reflect the will of the country, and represent the interest of the governing class." So it centralized embodies the country's educational will during different periods and the main direction, main objective, main program, main policy and main principle of the development of the education. Therefore, the discourse attribute of the education aim should be the official discourse of power. It embodies the relations between education and politics.According to the educational view of Marxism that the right of education follows the right of ownership. The writer can issue such a topic: the discourse power is exchanged along with the leadership authority; inevitably. The discourse power dominates the production, circulation, consumption and the reproduction of the education aim. So, we can see some social changes from the change of the education aim.The previous half of the 20th century, there have been three different regimes (late Qing Dynasty, the Northern Warlords Government, Nanjing Kuomintang Government) in China (mainland). This research is not only consulting the changes of the regimes to settle the process history of the education aim, but also to divide the development stages according to the self-moving of the education aim. The full text contains 8 chapters. Chapter 1 collates the sequences of the definitions and concepts concerning about the discourse power and education aim. That is the theoretical basis of the research. Chapter 2 is a historical foreshadowing of the developing research for education aim. From Chapter 3 to Chapter 8 is the research for the self-moving process history of educationaim. Each chapter will state the background of formulating the education aim (language situation) first. Then it will analyze the processes of education aim was formed and details of the education aims. After that it will institute the reaction to the education aim from the scholars and populace. At last, it will observe the features and explore the meanings. The epilogue will give the initial summary as below on the base of the analysis above.First, the discourse power dominates the production of the education aim. The move of the discourse power will lead to the change of the education aim inevitably. The move of the education aim reflects the social changes. From the track of social changes we can also search out the origin of the education aim changes. That is saying, education aim is a product from the social changes, and will follow the transmutation of the society. When a unified ideology is reset or strengthened, the discourse power must be taken by the official discourse. The discourse power is dominated by the potentate. So the aim of education represent or reflect the will and interest of the potentates. Once it has a looser atmosphere of discourse, we can see the prosperous of the discourse from the scholars and populace. If scholars and populace have a certain right to discourse to the formulation of education aim,' their will_and interest will be expressed in the education aim in a certain extent. (Growth and Decline Law)The third, in a democratic, open and multivariate society, the government, scholars and populace can form a Three Dimensional interactive system and gain benefits both sides. To the opposite, in a despotic, closed and society, the discourse power is taken by the official discourse. The scholars and populace discourse is in an aphasia state." aphasia " means the abnormality of the society: To deprived the right of discourse means the potentate is recreant and timidity in the heart. To the same, the publicity of the discourse power often means the society is developing healthy, and it is in a direct proportion with the confident of the potentate. On the way to the democratization, the government, scholars and populace must have conversations often, and form an unclogged pipeline. To reach a consensus in the conversation and to resonance with each other in the communication, which is the only way to represent "the interest of most people" in the education aim, and to get it implemented comprehensive.
