Education without teachers is not a real education; teachers without core ability are ineligible teachers. Research on teacher's core ability is far from enough. To great extent, the teacher's quality is up to their core ability, and education quality is based on teacher's quality. It is urgent for us to study and build up the teacher's core ability, so as to meet the requirements of quality education and to solve the difficulties of educationThis paper starts from the practices of both the reform, development of China's elementary education and the building-up of the teachers 'contingent, it probes into the concept, connotation and functions of teachers core ability; it analyzes the development and operational mechanism of teachers core ability; based on all of these, the paper tries to construct a new type teacher management mode of "combination of value guidance and independent self-management", so as to lay down the theoretical stone for the healthy development and value realization of all the students, teachers and schools in the period of elementary educationTeacher's ability is formed and demonstrated in their teaching activities, it is a special ability with professional features. It shows the level of both adaptation and undertaking when they perform their duties; it is an invisible force necessary as they undergo their education activities, teacher's ability system is an organic integrated one. According to the educational orientation and professional degree, teacher's ability is divided into three levels: basic ability, professional ability and core abilityTeacher's core ability is contained in inner substance of teacher's ability and plays a leading role in teacher's ability system, it is a professional ability enabling teachers to make sustainable progress and holding an advantageous position in a competitive environment. Teacher's core ability can fully demonstrate the role and value of teacher's ability; it possesses characteristics of core value, uniqueness and comprehension. In modern education activities, the basic connotation of teacher's core ability is to guide the student's n self-learning and self-development.
