As an institutional arrangement, higher education resource allocation was centrally administered by the government under the planned economic system. Since the establishment of the socialist market economy, market mechanism has been playing a more and more obvious role in the allocation of social resources. Higher education resource allocation has naturally been influenced by the transition of economic system. Furthermore, economic globalization and China's joining of WTO will put China's higher education in the face of global competition. Utilizing the transitional economy as research background, the thesis explores such issues concerned with higher education resource allocation system as its formation, function mechanism and efficiency evaluation.The thesis holds from the point of view of System Theory that higher education resource allocation is an organic whole composed of all factors involved in the allocation. Taking into account the fact that China is in the process of transiting from planned resource allocation to market allocation, the thesis divides China's higher education resource allocation system into the following sub-systems: subject system, object system, allocation method system and allocation efficiency evaluation system. Based on the analysis of the internal formation of each sub-system, the thesis examines the interrelationship between the sub-systems and points out that the object system is acted on by the subject system whose nature and function directly affect the efficiency of resource allocation.
