Nowadays, in the field of education, technology neutralism is a generally accepted theory of technology value, and "Technology is a two-edged sword" is a classical description of it. But it is a pity that the theoretical base of neutralism has been widely opposed in the field of philosophy, so it isn't dependable at all. Then, an urgent question turns up in front of us waiting to be solved: Technology is loaded by value, but optimism and pessimism of technology has faded away because of being opposite to each other and too extreme, then what is the hypostasis of the educational value of technology, how it has been created?Taking the effect theory as the theoretical grounds of the research on educational value of technology, the dissertation raises the conceptions of " technicalization of education" and "educationalization of technology", and after explaining their meaning from aspects of "process" and "state", fact analysis is been made on them from the practical level. Concretely speaking, the technicalization of education means that in the process of educational activities, the technical factors such as attributes, structures, functions and rules act on education in a certain way, make changes happen with education and turn into its intrinsic power. The educationalization of technology means that in the process of educational activities, the subject of education acts on technology with their wisdom and applying external power, and makes the intrinsic power of the subject of education objectilized into technology which changes accordingly. The dissertation also considers that the technicalization of education is the intrinsic expression and display of the educational value of technology; the educationalization of technology is the creation and accumulation of the educational value of technology.In the end, the dissertation considered that it is essential to set up a value orientation like this: technology is not neutral but loaded by value. The value that technology loaded could change the intrinsic power of the subject of education, and generally speaking, this kind of change could strengthen practical ability of the subject of education. But, despite that the practical ability gets strengthened, it doesn't mean the birth of educational activities with high efficiency. In order to obtain educational activities with high efficiency, it needs to rely on effective design and proper implementation.
