Government and university relation is a system that both the problem of a classic realm, and nowadays the core problem in the reform of high education, and one of the key factors that a high school develops. Few people are interested in studying the real relation between Ministry of Education and universities during 1912 to 1937.The dissertation is ahead investigative foundation of predecessors, possibly collect, read, tidy up, comprehend with research the related facts, and insist the concrete analysis of concrete problem, come to a conclusion from the principle of the history. Working with the clue to manage the means, possibly and thoroughly display the real relation of the historical facts between Ministry of Educationa and universities during 1912 to 1937. Systematically analyze the relation between Ministry of Education and universities. And give objective conclusion to the relation of the particular history period. Summary beneficial history experience for the relation, draw lessons from the relation for nowadays. Have a hope of the abundant theories that the university and government relate to.The dissertation reveals that the Ministry of Education primarily establish the buildup organization, formulate higher education policies, official instructions, ordinate presidents, establish course management, the teachers management,and so on.,proceeds to university management. The relation is complicate. The complicate relation is due to the government authority, due to the Chinese traditional culture, due to western academic freedom thought, more suffering the economy, military factor.On combing the historical fact's foundation, the writer think, during 1912 to 1937, Ministry of Education built up organization administer the universities, and the administration gradually headed for sound, inclined to the reasonable. The ministry of education was able to formulate the policies and program for the universities. But Ministry of education couldn't play a consistent and active role.During 1912 to 1937, the relation between Ministry of Education and private universities and church universities, went trough the lax, only ruling the big principle alignment to gradually enhance to control and manage.At last, by researching the relation, come up with some enlightenment. The central educational administration department should hold the basic direction of the higher education, and firmly know, and can't sway. The universities' development needs the nation's pushing, and needs the supporting, guiding, moderating and directing of the central educational administration organization. The education budget is important. It is going to influence the relation. The effect of government should combine with private effort. At certain period the private effort can enhance the national validity. We should develop the tradition of pursuing academic freedom.In addition, Ministry of Education belongs to the government and maintains to the position of government.
