Research Of The University Cluster Harmonious Development Mechanism

With the coming of the Knowledge-based Economic and the quickly development of higher education, China higher education system has been challenged by a theory and reality problem how to improve its harmonious development level. This problem not only belongs to the local higher education system, but also to the whole higher education system. The university cluster is similar to the industry cluster in the nature and phenomenon. So, it's possible to use the cluster theory to analysis the cluster phenomenon in higher education field. This paper researches the nature and the dynamic mechanism of the university cluster by the cluster theory, management, economics, system theory and other theories. The main points of the dissertation are listed as below:1. The dissertation analyzes the nature and the character of the university cluster according to the cluster theory, analyzes the micro and macro mechanism of the university cluster complex system, the meaning and optimization mechanism of the harmonious development of the university cluster and constructs the theory framework of the harmonious development of the university cluster based on the system theory.2. The dissertation explains the mechanism of competitive advantage of the university cluster which is the result of its harmonious development on the basis of the strategy management theory and the contract theory. The advantage cames form the cluster resources and the ability to integrate the resources. The difference of the property character of the resource caused the difference of the transaction type which runs on the different transaction rules. The dynamic factors can promote the development of the university cluster by decreasing the transaction cost or increasing the transaction income. In the process of the development of the university cluster, the university cluster's sources are exchanged and integrated. The process can be divided different stages according to the change of the transaction types and the dynamic factors.3. This dissertation analyzes the mechanism of the inner and outer dynamic factors. The mechanism of the location factor and the gathering economic factor are researched based on the location theory and economics. By the use of the knowledge management theory, the mechanism of the knowledge innovation network which increases the university cluster's total knowledge and the model of the increasing of the university cluster's total knowledge are proposed. The mechanisms of the government and market are provided on the basis of the stakeholders theory. Based on the higher education philosophy, the dissertation analyzes the interaction mechanism between inner dynamic factors and outer dynamic factors.4. The competitive advantage is divided on the basis of the dynamic mechanism of the harmonious development of the university cluster. This dissertation also constructs the evaluation system of the harmonious development of the university cluster and the evaluation model using the method of AHP, entropy and grey correlation analysis. Finally, the dissertation takes Tianjin university cluster as a case to evaluate based on the evaluation system and evaluation model. The result shows Tianjin university cluster belongs to the leaded and cultivated type which is propelled by the government and location factor, and it's now in the beginning and development phrase. The policies and advices are designed to improve Tianjin university cluster harmonious development level on the basis of the research result.
