Throughout the history of ports, port development plays an important role in the social economic life. Faced with fierce competition under the market environment, it becomes particularly important for port enterprises to develop and implement development strategy for high level of service and competition capability.To achieve the sustainable port enterprises strategic objectives, the paper identifies the port enterprise vision, mission, goals system, strategic environment and strategic options. From them, the evaluation and implementation of the port enterprises strategy program are studied.Port enterprise development strategy includes four levels: strategic positioning, learning and growth, internal development, business relations with the port. The main contents include the following:1. The development strategy of ports, is a long-term, global, and systematic thinking of an enterprise's future, is the future direction of corporate guidance. Through analysis of the external environment within the port enterprises, identifies port enterprises strategic mission, objectives and the sustainable development strategies that "stabilizing supply, occupying marketing, enhancing capacity, improving structure, developing in a stable basis ". Taking Guangzhou Xinsha Depot for example, analyses specific management of the port enterprise strategic object builds the strategic management model of port enterprises.2. Learning and growth strategies, is the internal power source and the internal solid foundation of port enterprise. Port learning and growth enterprise strategy includes three elements that human resources, information technology and corporate culture. The results at home and abroad to study the port enterprise learning and growth strategies, shows that in an increasingly globalized transport market, a fully consideration of the internal and external environmental factors, and a constantly updated feedback self-learning and growth strategy is an important safeguard of survival and development of enterprises. And for example, the cultural strategy, environment construction, and effects of information strategy of Xinsha Depot are studied.3. Internal development strategy is the protection of business relationship of port enterprise, including financial management, port capacity, value innovation, and security management. In view of China's actual conditions, this paper summarizes some methods and ideas for the development of the port enterprise internal strategies. POLS regression analysis of the financial strategic objectives is briefly introduced, and SWOT analysis of the environment for the development of port capacity, which is used to position the port capacity development strategy, is studied. Further, pursuant to the statistical data from Xinsha Depot and South China Coal Trading Center, the four sub-strategy of internal development strategy is discussed and analyzed.4. Port businesses, ports relations and regional integration development strategy, are important parts to increase its port business service levels, strengthening linkage with ports units, and to improve customer service quality to meet the requirements of the interests of shareholders return. First, using five-force competition model analyses the port enterprise development factor considered in the existing port basic business and development planning. With the IE matrix, the port business development strategy and overall business strategy is analyzed. Secondly, on the basis of functional units, the strategic options and the basic elements of development strategies is discussed. Thirdly, in the regional integration strategy point of view, through the main competitiveness factors of container port, Logit Model for the port competition of regional integration is established, and by the Xiamen port example to verify model cases.5. Based on the above four aspects of the port enterprise strategic management and the existing problems of it, we discussed three kinds of enterprise strategic evaluation methods that are Balanced Scorecard, Economic Added Value, and Multilayer Fuzzy Comprehensive Evaluation. Then, establishes the evaluation system for strategic management of port enterprises. Finally, Taking Guangzhou Xinsha Depot case for example, using evaluation method combined with fuzzy math and level analytical method, calculates the targets of evaluation system and analysis the result. The Xinsha Depot enterprises strategic management rating turns out to be "Mid" level in the year of 2005.
