Intensive Use Of Urban Land Resource: Performance Evaluation And Mechanism Building

Intensive use of land is an internal requirement for implementing scientific development and pushing forward economic society. It is an important means to strengthen macroeconomic regulation,promote structural adjustment of economy and transform development mode, as well as it is an inevitable choice of relieving the contradiction of land resources between supply and demand during the progress of industrialization and urbanization. At present China is in a period of rapid development of industrialization and urbanization that Chinese economy grows soundly and rapidly. As a result of that plenty of farmland has been used as non-agricultural land. Thus, critical situations, for instance food, social and ecological securities, have been occurred. Land resources are facing increasing pressure of space from the contradictions among population, resources, environment and economy with the precondition of ensuring 1.8 billion mus farmland. Therefore, farmland protection and intensive land use are national survival root and national macro-strategy. They are specific requirements for fulfilling scientific development view and building a harmonious society. Under this background, studies on intensive use of urban land have theoretical and practical significance.The overall idea of this study was to establish a new mechanism and consequently form a rigid theory-practice-solution system to offer methods and technology supports for similar researches, as well as theories and practice references for building a resource conserving and environment friendly society. This idea should be guided by scientific development view and based on resources economics, land economics, urban economics, regional economics and ecological economic. The idea adopted the method that combined researches of theory and practice, micro and macro analysis, overall research and typical survey, analyzed the economic basis of intensive use of urban land, the theories and methods of performance evaluation for intensive use of land and made a typical analysis for intensive use of urban land in the development zone with integrating methods, technologies and regulations into a large system.Grounded on above ideas, the research content and structure of this paper is shown as following:Part One: Introduction. First, presented questions introduced research meaning. Second, systematically arranged and reviewed related documents to figure out the weakness of current researches. Finally, drew up the content, method and route of the study and concluded innovations and future study direction.Part Two: Basic theory of intensive use of urban land resource. This paper introduced the prerequisite and foundation of intensive use of urban land, and deeply examined the relationship among intensive use of urban land and land regional theory, rent theory, land diminishing returns theory, capacity theory of population and economy, urban landscape ecology, food security theory and coordinating theory of urban-rural land.Part Three: Economic analysis of intensive use of urban land resource. With a standing point of marginal benefit of input-output of land, a new mechanism basis of intensive use of urban land resource was laid by exploring the micro-economic basis of intensive use of urban land, uniting fundamental theory of intensive use of urban land and analyzing the game process of external effect of intensive use of urban land resource, micro effect of diminishing returns and government.Part Four: Performance evaluation of intensive use of urban land resource. It discussed the performance evaluation and technology methods of intensive use of urban land by establishing evaluation index and model from macro, middle and micro these three spatial scales. Furthermore, this part proposed estimation of intensive land use resource potential from the point of view of plan and market.Part Five: Typical investigation and research of intensive land use resource in industrial development zone. Taking the development zone as a typical research area, problems of intensive land use resource were surveyed, evaluation and monitoring methods were discussed as well as.Part Six: Establishment of a mechanism of intensive use of urban land resource. Through investigations and evaluations of intensive use of urban land resource, we summarized problems in a mechanism of intensive use of urban land resource, researched key components of the mechanism of intensive use of urban land resource and built a support system for operating a new mechanism.Part Seven: Operational approach of the mechanism of intensive use of urban land resource. Grounded on the typical experience of intensive use of urban land abroad, combined with a new mechanism of intensive use of urban land resource we explored an operational route and policy of intensive use of urban land.This paper worked hard to make innovation in the following aspects:(1) Submitting"4U"new concept of intensive use of urban land. Through organizing predecessors'research results, combining theory and practice and exploring new concept, we presented"Four Unifications"theory ("4U"concept): the meaning of intensive use of urban land resource was defined as the process and the condition of promoting the optimization of land use structure and function under the point of view of united urban and rural markets, aimed at ensuring food security and improving utilization rate of urban land and based on scientific planning and optimizing land use structure.(2) Building a complete system of evaluation index for intensive use of urban land resource.Targeting at the investigation and evaluation of the development zone, an evaluation system and a quantized examining system for intensive use of urban land resource were proposed by building a performance evaluating index system and model according to the new concept.(3) Focusing on innovations of research methods. We applied remote sense (RS) and geographic information systems (GIS) to researches of land economy, innovated methods and combined mathematic models with RS and GIS to set up a database for intensive use of land resource to integrate methods, technologies and regulations into one system for researching,.(4) Presenting a revolutionary mechanism and route for intensive use of urban land resource. Aiming at the problems existed in the investigations and evaluations; we explored key components of the mechanism of intensive use of urban land resource and proposed a new idea of"mechanism combination", support system and approach of realization.
