With the rapid development of economy and society, people’s travel requirements areconstantly improved, accompanied with"convenient", higher requirement such as "humanize"is also developped,"people-oriented" gradually concept seep into highway wan layoutplanning and operation management after highway network initially formed., in. By the end of2010, there is tatally about7.4million kilometers national highway and1,300pair highwayservice area, and about1density per57kilometers. As the window of highway, highwayservice area gets more and more attention from social public opinion and the user’s. Therefore,further study on highway service centre layout and planning and operations management ismportant and meaningful for us to improve our service quality, realise highway nice and fastdevelopment.This paper takes highway service area as the main research object, deeply researchhighway service area layout planning and operation management, and obtains the researchachievements as follows:(1)The paper combined with highways service service needs diversified andcomprehensive development trend and the designing of extensive investigation, the paperconstruct scale estimation model and take a detailed analysis on parameter, And then calculatethe scale of service, and recommend scale range according to the service level. Refelected theconcept that the service area scale number should coordinated with economic society andtransportation development,(2)The paper layout the highway system and puts forward optimum model in theservice area from net angle with comprehensive benefits maximization as the goal,;In order tograsp the service area layout as whole, this paper constructed the highway comprehensiveevaluation system and the corresponding evaluation method; Refelected the concept thatlayout planning should coordinated with the natural environment and the traffic conditions,(3)The paper established location model for helicopter location in highway emergencyrescue net with the principle of medical on highway traffic accident emergency best time andour country’s actual conditions, and then take a detailed analysis on parameter,. Refelected theconcept that the service area should coordinated with service function and demand structure,(4)Beginning from our service area highway management mode and shortcomings ofcurrent situation, the paper analysised supply failure of government for freeway service area,and puts forward that freeway service area should not be supplied by government only but bycooperation of public and private, and then put forward the government function in public andprivate partners of freeway service area project.
