Study On The Basic Public Services Equalization Of China

The sentence of"Perfect the public finance system and gradually achieve the equalization of the public services"has been written specifically on the file of"CPC Central Committee's decisions on some important essentials concerning the construction of the harmonious socialist society"proposed in the Sixth Plenary Session of the Sixteenth Party Central Committee, on October 11,2006, when the file expatiated on the essentials about strengthening the system construction and ensuring social fairness and justice. The 17th National Congress of the CPC further stressed that"we should accelerate the social development focusing on the improvement of people's lives"and expense the public services, at the same time, we should make the everyone's access to the basic public services as the important content and the basic way of promoting the social equality and allowing people to share the important fruits of development. As the development of the society and economics, people's demand for public services is increasing, but at the same time, the government's failing to offer the public services is growing. With China's sustained economic growth and the deepening reform and opening stage, various viewpoints and data invariably suggest us as we pay attention to the market in resource allocation efficiency, narrowing he income gap, maintaining social justice and achieving the equalization of basic public services have been a major issue for the construction of service-oriented government. he progressive realization of the equalization of basic public services is the basis to make all the people to gradually benefit from the public services, and it is intrinsic to build a socialist harmonious society demands. how to build the public service system which are access to all the people and achieve the equalization of basic public services is one of the priorities and objectives of currently China's reform and development. With the social development and the improvement of productivity, our country has gradually met the basic conditions for equalization of public services.With the rapid growth of Chinese fiscal revenue in recent years, our government has taken more investment to the public services. It has become an all-round public service system of culture, education, technology, health, employment, social security and national defense. So the total number of public service has a larger incensement. However, there are still some problems, such as the shortage of basic public services, the incensement of supply and demand, the unequal tendency of public services. In other words, with the Chinese economy and government function has transformation; the level of expenditure has not been increased. There is a large distance between the expenditure level of basic public services and the education, health care, employment. I examine the Chinese current level of basic public services and the regional differences in this paper. I made a further analysis of Chinese non-parity basic public services and found the reasons. In addition that, I made a model with the experience of western countries. I try to offer the specific solutions to the problems. For the current theories, the study has an important theoretical and practical significance of the transformation of government , public service system construction , social practice, and harmonious development of economy and society。This paper includes four parts:First, the definition of interrelated theories about Basic Public Service Equalization. This part elaborates primarily the Basic Public Service Equalization's background, theory basis, definition of connotation and inevitability objectively.Second, the analysis of China's current basic public service level. Basing on the available statical data and the existing research results, the writer processed the research of the he phenomenon of the"insufficient supply"and the"unequal enjoyment"of the basic public services existing in our country nowadays, from the three fields of Education , Health and Social Security which concern the people's life most. It adopts China's related statistical data, and investigates the current supply situation of Basic Public Service Equalization' developing structure, area distribution, difference between city and country, and analyses the cause of the inequality of China's Basic Public Service.Third, the introduction the western countries' reform experience of Basic Public Service Equalization. According to market-oriented reforms of public service experience in the western countries, and taking the United States and Canada for instance to specifically represent the conditions of equality access to the basic public services in Western countries, we can get some useful lessons and inspiration for the administrative reform and public service reforms which are being processed in our country.Fourth, the strategy and suggestion to realize China's Basic Public Service Equalization. Based on national conditions of China, we should change the idea of government's development from efficiency to faire;speed up the public service system; improve the public service supply system, speed up the transformation of government functions;fullfil the implementation of urban and rural public goods supply system; introduce competition mechanism to provide the efficient and quality assurance for the equalization of basic public services.
