The Research And Expectation On Urban Community Grid Management

The enhancement and innovation in social management is the key element inbuilding a harmonious society, and how to build a well-organized society is an urgentissue in modern China. Community is the basic social unit and major living space.Therefore, a harmonious community is the important foundation of a harmonioussociety and the criteria to judge the outcome. Nowadays, with the development ofeconomic and social transformation, and the process of urbanization, the urbanpopulation increased greatly. Also, a lot of social contradiction and interest conflictshave been accumulated. The various social needs should be satisfied in community, andthe localization of social problems in communities has become an irreversible trend.Under such circumstances, traditional community managerial pattern showed itshortcoming day by day, such as, outdated managerial measures, extensive patterns,high cost and low quality of service, which can hardly fulfill the increasing needs uponpublic services in urban communities. So, with the thorough reflections on traditionalcommunity managerial patterns, Chinese local government starts all types ofexploration in transformation of urban community managerial methods. Urbancommunity grid management, as an excellent and important measure in socialmanagement innovation, gained great concern from the government, academicresearchers and common people, since the first day. With the active promotion of thegovernment in recent years, the exploration and completion of urban community gridmanagement is on an expressway in many experimental sections of Chinese cities. After explication of the topic, in the first part this paper defined and illustrated thecore concept system of urban community grid management, and had a deeperelaboration of its theoretical basis in3aspects: specific management, seamlessgovernment and the mass line principle.The second part of the paper focused on a full and deep analysis on the backgroundof the invention of unban community grid management. The invention of urbancommunity grid management is not a coincidence. It comes from the background ofparty central committee’s call for “enhancement and innovation of social management”,with the realistic urge of current pressure and challenge in social management, and theneed to solve all the shortcomings of traditional urban community management patterns.It could borrow the experiences of some of the innovative management in domestic andforeign communities, and also gained technical support from the widespread of modernmanagerial skills and information technology.On the basis of background analysis, the third part of the paper takes East Citydistrict of Beijing, Changning district of Shanghai, Yichang city of Hubei, andZhoushan city of Zhangjiang, as examples to study these four typical communitymanagement patterns. After that, this paper summarized and extracted the characteristicsand commonalities in the four management patterns, and found the core nature of urbancommunity grid community in the perspective of actual practice.With all the research of theory and practice, the fourth part of this paper presentedan overall and objective comment on urban community management. First, this papersummarized the innovations in managerial service pattern, structure of organization,working procedures and operation mechanism; second, it evaluated the managerial costs,settlement efficiency, and outcome of service of urban community grid management,through massive data; and finally, this paper analyzed the current problems and thecauses of the urban community grid management. Due to current difficulties in urban community grid management, the fifth partintroduces the western classic network management theory, and the expectation of theshift from “grid management” to “network management”. Showing in the expectation,the paper claims that “grid management” with Chinese characteristics is not clearlyisolated from the classic Western “network management”, but mutually supplementaryThis paper emphasizes on that the shift is not a complete denial of the “gridmanagement”, nor the copy of “network management”, but the combination ofinnovative techniques of “grid management” and the concept of “network management”,and also gives its own suggestion on the policy from “grid management” to “networkmanagement”.For urban community, the shift from “grid management” to “networkmanagement” is inevitable, but it will be a long-term complicated project on the systemrather than an easy process. Now, there are many institutional barriers in theenforcement of western “network management” in our urban areas. On the other hand,“grid management” is more suitable for the current development, which should bereasonably encouraged. As to some of the problems, they will not be solved by theevolution of urban gird management itself. By introducing the concept of “networkmanagement”, redefining the role and service range of the government, and directing tomultiple managerial patterns in urban communities, the shift of “network management”from “grid management” would be realized.
