To keep up with the fast-changing world, many countries have initiated their ownnational policies about educational innovation so as to create a new young generationable to compete well in the21st century; it’s an answer to the new society that isbecoming more technological, international, democratic and multi-faceted. This study isto probe into and compare the present conditions and changing tendency of physicaleducation curriculum innovation in elementary school across the Straits. Theinstruments adopted in the study are document analysis and comparative (empirical)methods (G. Bereday,1964). With the data collected about the educational systemsacross the Straits, and then after a much detailed analysis and comparison, the results ofthis study are produced as follows:Ⅰ. Educational Innovations across the Straits are both greatly influenced by theirown particular politics.Ⅱ. Educational Innovations across the Straits both are tending to be more open andmultiple in ways of innovation.Ⅲ. Similarities and differences, and trend of physical education goals inelementary school across the Straits(i). Both Taiwan and the Mainland emphasize promoting exercise ability andbuilding up a stronger physique.(ii). Physical education goals of Taiwan put stress on means, and those of themainland on end.Ⅳ. Similarities and differences, and trend of physical education teaching contentsin elementary school between Taiwan and the Mainland(i). The teaching contents are both mainly composed of gymnastics, sports anddance. (ii). Most of Taiwan’s teaching contents are about team games while most of theMainland’s are about individual games.Ⅴ. Similarities and differences, and trend of physical education curriculuminnovation across the Straits(i). Both are intent on promoting school-based curriculums(ii). Both put stress on a flexible course design.(iii). There are differences in the structuring of those to-be-opened courses.(iv). There are differences in how to view PE course competence itself.Ⅵ. Similarities and differences, and trend of physical education curriculuminnovation in ways of assessment(i). Both emphasize different aspects in assessing student’s abilities, and tend to usethe formative assessment instead of attention to the final results only.(ii). Both pay attention to student’s individual differences and encourage thestudents’ participation in assessment.(iii). In both school systems there is a set value about using a combination ofqualitative assessment and a multi-faced assessment system as well.In Taiwan there is a specific plan for testing students’ overall physique with all thetesting items set there, while in the Mainland individual schools can choose several ofthose items listed in the National Students’ Physical Well-being Standards.Ⅶ. Similarities and differences, and trend of physical education Innovation interms of the changing roles of the teaching staff(i). There is the same attitude towards accepting differences in each individualstudent and accordingly developing their potentials differently.(ii). Both prohibit any forms of corporal punishment.(iii). Differences exist between teacher’s change of role and a demand for aprofessional autonomy.(iv). Differences exist between the teacher’s change of role and parents’educational views.Ⅷ. Exchanging continuously and interacting frequentil in both shores of thestraits have shorten the distance of the revolution about elementary school PE courses. Suggestions are put forward as follows on the basis of the study:(i). Teaching faculty training must be further strengthened so as to create a betterlearning environment.(ii). Given the multi-cultural context, curriculum innovation must stress a culturalself-awareness.(iii). Student’s physical health standards must be included in the teaching contentswith a clear deadline and ways to make it happen.(iv). Profits from the land area in sports athletics education result, the cultivationhas the competitive power athletic talent.(V). The breakthrough of research approaches will benefit more understanding ofthe revolution of elementary school PE courses in both shores.(VI). After the revolution of elementary school PE courses in both shores of thestrait, the relationship between teachers and students is the topic worthy to be studied.
