Throughout the history, there are varieties of reasons for the alternation of world powers. However, of the various reasons, there is one law that is generally acknowledged by historians. Super powers are sure to prosper in the ocean while weak ones fail to make good use of the ocean. The21st century is the era of the ocean, which is a century when people exploit the ocean. Therefore, the development of marine industry has always been a strategic task facing every coastal country. Undoubtedly, as an important part of marine industry, navigation plays a fundamental and crucial role in the development of every costal country. International economy indicates that GDP1,000to3,000dollars per capita means a rapid development of shipping industry. Our current GDP per capita is6,000dollars, which indicates that we are now in the right time to witness the rapid development of shipping industry. The development of shipping industry is inseparable from the development of maritime universities. Maritime universities provide personnel support, intellectual guarantee and scientific research for shipping industry. The foundation of all these is discipline construction and core competence of maritime universities. Therefore, it is of vital importance to research into discipline construction models and core competence of maritime universities.Based on the summary of discipline construction models and core competence of domestic and international maritime universities, this paper investigates into theories of discipline construction and core competence, summarizes discipline construction models of maritime universities and constructs the evaluation index system of maritime universities’core competence. This paper provides theoretical basis for further innovation of discipline construction in maritime universities in China.The research is carried out in the following aspects.Firstly, theoretical basis of this paper is elaborated. They are theories of discipline construction and theories of universities’core competence. Through analysis of these theories, theoretical framework of universities’discipline construction model and core competence can be established.Secondly, based on the study of discipline construction development and types of discipline construction models of maritime universities, main types of discipline construction models in universities as well as in maritime universities both at home and abroad can be summarized. It can be concluded that discipline construction model in China’s maritime universities is a large-scale integrated discipline construction model.Thirdly, through analysis of factors which have an effect on the choice of discipline construction model in maritime universities and with the employment of Lattice Order Decision Model with Interval Numbers, the present paper attempts to select and construct discipline construction model in maritime universities, discover strength and weaknesses of the existing discipline construction model in China’s maritime universities and then point out the development direction.Fourthly, based on the study of connotation and characteristics of maritime universities’core competence and with the application of Interpretative Structural Modeling (ISM), the components of maritime universities’core competence evaluation system can be concluded. Taking Daliann Maritime University as an example, with the application of cloud model to validate the evaluation index system of maritime universities’ core competence, satisfactory evaluation results can be obtained and the rationality of the evaluation model can be verified.Finally, interpretation of the following aspects is done, including force of specialty, management ability, learning ability, cultivation ability, cultural strength and innovation ability, etc. Combined with national policies and the actual situation of maritime universities, strategies to enhance maritime universities’ core competence can be proposed.
