Employment is foundation of people’s life and premise and access to the improvement of people’s living conditions. The party’s 18th congress has stated that the quality of graduates has became the focus of the public in order that the high standard for the employment can be guaranteed. The education on the students of water resources is very important for the modernization of the country’s water resources. In the year of 2011, the centre government and the National Congress had issued the decision on the fast development on the reform of the water resources and stressed the importance of water resources and the training and education of talents on it. In the year of 2013, the Ministry of Education has issued the opinion on the further development of the reform of water resources vocational colleges and vacation colleges are crucial in training and education the talents of water resources and the quality of graduates is very important factor to evaluate the quality of vocational colleges. The research on higher education quality includes the research on quality of vocational education. The graduates of vocational colleges are highly socially adaptable and of high skills and technology with professional technical basis and choices of many employers, but despite the high rate of employment, the fact do exist that the quality of graduates is relatively low, which will affect the employment market and the national strategic development of talents on water resources. At the same time, the improvement on career planning of vocational colleges must build on the basis of quality research, so it is really crucial for improving the quality of graduate.The research is guided by materialist dialectics and also employs methodology of literature review, questionnaire, case study and analysis. Combined with the theory and practice, micro-study and macro-study, the research try to explain "what"-the concept of quality of graduates, "why"-reasons and "how"-solutions and suggestions on it.The concept of quality of graduates is a comprehensive one. The evaluation criteria is index system of criteria of employment quality. The research focus on the characteristic of graduates of water resources vocational colleges and provides four index-capacity, work, feeling, potential and eight dimensions-employment rate, job matching rate, stability, post, working environment, self satisfactory, employer’s satisfactory and potentials for promotion.The research is not only theoretical but also practical. Some view points of Marxism such as the employment is fundamental of civil and the improvement of employment system are adopted in this paper. Different employment polices such as planned distribution, two way selection and self-hunting jobs in different times are basis for policy. The all round development-and training on higher professional talents are our goal. Practically speaking, based on eight dimensions, the paper just adopt questionnaires on colleges, students, employers and analyze it from different perspectives.The research try to looking for reasons from problems and based on the results of questionnaires and quantitative research and testing result of Spearman, it is to build binary relation and to seek reasons for affecting quality of graduates by mathematical modeling, that is, eight factors as social security, taking initiatives to help others, work enthusiasm, internship, personal interests, social practicing, talent training by colleges and employers, graduates information and find reasons from students, colleges and employers.Based on the previous analysis, the paper tries to raise the alternatives and solutions:1. College orientation is very important for improving the quality of graduates. The object of colleges is to cultivate the qualified graduates which can suit the requirement of job market and society development. The graduates can solve different questions in water resources fields by using both knowledge and skills.2. It should focus on the reform of talent training, such as curriculum system and teaching materials, especially major design, course design and classroom arrangement. Meanwhile it is important to cultivate students’ sense of social responsibility and teamwork and cooperation.3. It should improve the employment service system: a. To make some employment policies and strengthen employment supporting system and improve employment security system b. To perfect the graduates’ talent market and improve the quality of service and supervising on human resources market c. To establish social feedback mechanism on employment and enable more smooth and effective feedback channel and make it normal social convention...
