Education was the foundation for building, looking around the various countries of the world. It wanted to create a more competitive talent through education, and therefore even more important for investment in education, effort and resources. The basic education for preschool education, learning into community life, learn basic language skills, strengthen the power of the individual alone, the importance of preschool education to be accepted. Then, the gradual reduction of the global population, resulting in a substantially lower number of children also relative also affected the operation of early childhood education industry.The purpose of studied in the factors affecting research focus of this early childhood education sector management capacity, the guide due to the low birth rate in Taiwan is facing the impact, so as to organization and management functions for the study of the subject. In this study, in the face of steep competition in the market to early childhood education industry as the research object Kaohsiung, was viable to use organizational management functions to enhance the competitiveness of preschool-oriented and industry trends. The first phase of work for children entering preschool participation of team life, preschool teacher faculty as important as the Enlightenment, only to let themselves in physiological needs. The safety needed not lacking premise to be happy to get along with young children, so for individual pressure to exclude even more important. Methods adopted, included document analysis and survey research in order to investigate the organization and management functions for the study of early childhood education industry of dimensions, including leadership style, demand theory, organizational learning and organizational culture.The empirical results of this study found that leadership style (structural leadership, the crowd resource leadership, political leadership and symbols leadership), demand theory (survival needs, security needs and love and belonging needs), organizational learning (learning by doing, exploring learning, and beliefs and action) and organizational culture (values and attitudes, leadership and atmosphere and professional and learning) for management functions had a positive correlation. Preschool industry executives and operators should upgrade their management functions, as the basis of self-awareness. The importance of individual and organizational learning, the establishment of organizational culture, organizational development direction of thinking, and try to escape the inertia action interdisciplinary systems thinking, more need to influence in a pragmatic manner to enhance the organization and management functions of preschool industry. In addition, the early childhood education industry executives and operators should pay attention to a wide range of voices and opinions, needed to accept and care organization members were friendly dialogue, healthy and benign interaction can often allow employees to organize as the life of the community. Leadership was to play an influential, it is closely linked with the organizational culture. Leaders could be changed through the concept of individual organizational culture, organizational culture accelerated metabolism, using multiple communication channels to establish a comprehensive system of early childhood education. The implementation of organizational learning for recognition of the value established organizational culture, individuals and organizations could complement coexistence at any time in response to different the situation in the adjustment direction can enhance the competitiveness of the organization. The results of this study may provide early childhood education industry and related business units to understand the impact of factors preschool management studies to enhance the competitiveness of enterprises.
