Along with the transform from elite education to popular education of higher education in China, capability evaluation and promotion strategy on entrepreneurship education of colleges and universities has currently become the hot and difficult problem for education theoretical research as well as practical exploration. capability evaluation and promotion strategy on entrepreneurship education of colleges and universities is an important means of entrepreneurship education management for colleges and universities.Since proposed by Stufflebeam, American education evaluation, CIPP education evaluation model (abbreviate CIPP model or CIPP) has been widely used in national education development evaluation and displayed its universality. Context Evaluation, Input Evaluation, Process Evaluation and Product Evaluation are CIPP evaluation factors.The CIPP model has been introduced to the capability evaluation study on entrepreneurship education of colleges and universities and theoretical framework of capability evaluation on entrepreneurship education of colleges and universities based on CIPP has been set up. Specially, theoretical model of capability evaluation on entrepreneurship education of colleges and universities based on CIPP has been constructed after clarifying capability connotation and composition of entrepreneurship education. The overall structure of theoretical model is as followed, premised with entrepreneurship basic environmental capability based on Context, ensured by entrepreneurship resource allocation capability based on Input, cored with entrepreneurship process operation capability based on Process, key as entrepreneurship achievement performance capability based on Product. At the same time, the theoretical model possesses the corresponding application function, including evaluation indicator system construction and empirical study function, model refinement and capability promotion strategy analysis function, which provides the subsequent series of studies with theory basis.According to theoretical model of capability evaluation on entrepreneurship education of colleges and universities based on CIPP, adhering to the principles of combining subjective and objective evaluation indicators, qualitative and quantitative evaluation indicators, teaching and practice evaluation indicators, capability evaluation indicator system on entrepreneurship education of colleges and universities based on CIPP has been constructed, including Context, Input, Process, Product evaluation, such4main indicators as entrepreneurship basic environmental capability, entrepreneurship resource allocation capability, entrepreneurship process operation capability, entrepreneurship achievement performance,12sub-indicators and22child indicators with characteristics.9entrepreneurship education pilot universities, i.e. Tsinghua University, Renmin University of China, Beijing University of Aeronautics and Astronautics, Shanghai Jiaotong University, Nanjing University of Finance and Economics, Wuhan University, Xi’an Jiaotong University, Northwestern Polytechnical University and Heilongjiang University have been selected as the evaluation sample. Factor analysis, entropy value analysis, cluster analysis methods have been adopted to carry on the empirical research on entrepreneurship education capability of9pilot universities, which not only verifies the scientific nature and rationality of capability evaluation indicator system on entrepreneurship education of colleges and universities based on CIPP, but also the necessity of carrying out entrepreneurship education for9pilot universities, features and differences of entrepreneurship education capability.Through the comprehensive evaluation and cluster hierarchical classification of9pilot universities,3entrepreneurship education models of pilot universities have been refined, including product oriented model reprented by Tsinghua University, environment oriented model reprented by Shanghai Jiaotong University, Xi’an Jiaotong University, Wuhan University,Beijing University of Aeronautics and Astronautics, Northwestern Polytechnical University, process oriented model reprented by Renmin University of China, Nanjing University of Finance and Economics, Heilongjiang University. And according to the above3models, a targeted analysis for entrepreneurship education capability promotion strategies of pilot universities has been dissected, including changing the traditional concept of entrepreneurship education, building a good entrepreneurship environment, clarifying entrepreneurial talents targets; strengthening the construction of entrepreneurship education teachers, increasing entrepreneurship education funds, strengthening the organization management of entrepreneurship education; optimazing entrepreneurship curriculum, strengthening the pioneering simulation and consolidating entrepreneurship practice platform, enhancing the universality of the college students to participate in business operations; setting outstanding entrepreneurial alumni examples, improving the college students’ entrepreneurial activities performance, participating in the incubation of scientific and techno logical achievements and technology transfer. Then, on the basis of the evaluation results of pilot universities, the enlightenment has been put forward for the general development of entrepreneurship education in China.
