After the founding of New China, although the ideological and political theory course has experenced several changes in name, curriculum, teaching content, but also teaching objectives and training objectives vary because of different times, the pursuit of quality is the eternal topic of education and teaching. Trace in the history, the teaching quality construction of ideological and political theory course can be divided into the initially formed period( 1949-1956), the tortuous development period( 1957-1966), the recovery and reconstruction period( 1978-1981), the stable development period(1982-present).Along with the historical process of 60 years of socialist modernization, the quality construction of ideological and political theory course teaching centers on three dimensions in the basic connotation of quality of teaching: the “quality” of the inherent requirements, the “quantity” of usefulness and the acceptable degree of the students who embody quality. Experiencing hardships and exploration, but it has accumulated a wealth of valuable experience: First, insisting on the dominance of Marxist theory ensures the correct orientation of ideological and political theory teaching; secondly, insisting on the teaching reform in ideological and political theory course enhances the effectiveness of ideological and political theory teaching; thirdly, adhering to follow the laws of physical and mental development of young college students improves the acceptability of the ideological and political theory course teaching.“No investigation, no right to speak.” By the survey on the ideological and political theory teaching status in eight colleges and universities in seven cities of Anhui, we can draw the following basic conclusions: they have offered positive attitude in the necessity and importance of ideological and political theory course, but they have not enough learning initiative and enthusiasm, which affect their learning quality. The teachers’ professionalism of ideological and political theory course is generally approved by the students, but they still demand further improving the level and the ability of teaching; the influencing factors of the teaching quality of ideological and political theory course, such as the student’s own qualities, teachers’ teaching standards, social environment, family background, campus climate and etc, constitute a system. It results from the combined effects which system structure factors lead to; teaching evaluation helps to improve the quality of teaching, but whether it have existed the understanding misunderstanding and insignificance in assessment practice which need to be further improved and perfected for teachers’ teaching evaluation or assessment of students’ learning.We can explore the influencing factors of the teaching quality and their logical relationships from the perspective of system structure mechanism analysis. Starting from systemic comprehensive and developmental views we grasp the relationships and its position of each factor in the system as a whole in order to give full play their respective functions and roles, and thus play a positive role to promote the teaching quality construction.Of course, the system structure which teaching quality factors constitutes is not a simple sum of the impact factors, but there is a certain logical structure between them, in which textbook materials is a prerequisite, the teaching quality in classroom is the key, the acceptable ability is the basis, the teaching conditions are guaranteed.The teaching quality evaluation of ideological and political theory course is that evaluation subjects make the value judgments through the systematic collecting, collating and feedbacking information, based on certain evaluation criteria, on the ideological and political theory course which meets the individual development of college students and the society, and realizes added value in the process. Ideological and political theory course undertakes two kinds of function which meet the needs of the development of the society and young college students with the ultimate value of(educational) and the value of instrumental( management). The Ideal state of ideological and political theory course teaching should be the organic unity of two kinds of value, however, in the process of teaching quality evaluation, due to the presence of multiple evaluation subject, different evaluation subjects due to their interests and needs tend to make different value judgments and value choices, In the process of teaching quality evaluation, two separate values, separation, or even opposition also appeared, leading to the deficiency of the teaching quality evaluation in practice, mainly as follows: First, evaluation methods are simple; Second, assessment results distort; Third, evaluation purposes have tendencies chasing interests. The teaching quality evaluation are facing problems and difficulties, but this is only the inevitable course in the process of the development and reformation of ideological and political theory course teaching. We should strengthen to explore the theory and practice of the quality evaluation, responding positively to the problems in practice of the teaching quality evaluation. First, we should establish the development assessment philosophy, in order to achieve the organic unity of the management value and educational value of teaching evaluation; Second, we should grasp the special nature of the teaching evaluation in order to establish a scientific evaluation system of teaching quality evaluation; once again, to optimize teaching quality evaluation method in order to improve the scientific level of teaching quality evaluation.The construction mechanisms of ideological and political theory course teaching quality is the mechanisms of action which makes the integration of the institutional system to protect the teaching quality of the ideological and political theory course, the concept system to support the implement of institutional system and the central organization system to implement the concept and the system. In practice, establishing and improving the institutional system of the teaching quality of ideological and political theory course should include three levels, namely, the access system for teachers, teacher training system, preparation systems, lectures system, evaluation system, incentive system, and teaching censorship system which are associated with teaching subjects, the control system, online teaching evaluation system, academic evaluation system which are linked to the learning subject, the teaching management system, performance appraisal system, the accountability system which are linked to the teaching management subject. Fostering a culture of quality, first, you need to adhere to the “people-oriented” value, which is universally emotional recognized by teachers and students; secondly, need to improve the awareness of the teaching quality and create public opinion atmosphere; once again, need to improve the incentive system design, and form the inner drive force of teaching quality construction. Strengthening Institutional construction is to solve the central link “laws to go”, “laws to follow”.Currently, the key tasks are necessary to establish and improve two organizations between the college and school, to push the decision-making and implementation in teaching quality construction of ideological and political theory course, solving the problem which “there is the location”; secondly, to improve the management system and form a joint effort to promote the teaching quality construction solving the problem which “there is promising”; thirdly, to clarify the functions of the organization’s authority, which increase the effectiveness of agency.
