The phenomenon of resettlement is more and more common in modern society.According to the statistics, the number of immigrants which are resulted fromreservoir project construction arrives at10million, naturally breeding to around17million in the whole country. This article selects the ethnic minority groups in middleroute of China’s South-North Water Diversion Project as an object of study. Theproject has a big number of immigrants who are still being resettled now. It hasattracted wide concern and lasted for a long time. A Hui minority group in theresettlement of initial Danjiangkou Reservoir Project is my specific selection, namelyGroup3of Wangtai Hui village in Banqiao town, Yicheng. They all moved here fromthe suburb of Yunzhou City since1966. They have been facing a slow development ofeconomy, poor education and highlighted ethnic contradictions in the process of45years’ development. Group3of Wangtai Hui village has got rid of slow developmentof economy and eased the ethnic contradictions, then found the way to culturaladaption through the construction of new socialist countryside from2006to2008andthe construction of minority village in2009.The course of cultural change in Group3of Wangtai Hui village makes me think alot: What factors does the ethnic minority resettlement have in the process of culturalchange that leads to non-adaption of culture? Why those problems and contradictionscan’t be solved for40years but can be significantly improved in a few years? Whatproblems should be paid attention to in guiding the change when the governmentfacing involuntary resettlement of ethnic minority? What lessons does the governmentlearn from guiding the change? Can we construct a related theory model that can beused to guide the same or similar resettlement cases?Based on the thinking, the author did some researches on the cultural change inGroup3of Wangtai Hui village during the past40years by practical investigationfrom2008to2011. The author thinks that education plays a very important role in itscultural change. He also thinks that its cultural change have gone through three stages:disorder of culture and lack of education, cultural adjustment and educational intervention, cultural adaption and educational development. Enlightened by FeiXiaotong’s “Study of Mentality” and Pan Guangdan’s “Social Theory of Position andGrowth”, the author puts forward “Theory of Mental Education”. He concludes thegovernment’s and non-governmental institution’s guides as “the process of mentaleducation”. He considers that the cultural change in Group3of Wangtai Hui village isa process which is from mental unbalance to mental adjustment. He also tries to builda model of mental education to guide the same or similar cases of cultural change. Atthe same time, through further research, he is hoping to build the basic structure ofmental education as a response to the call of construction of resettlement theory.Academic innovation usually includes new materials in study and newconstruction of theory. The author has too little accumulation to make innovation.There are lots of spots in the subject of “cultural change and educational developmentof ethnic minority”, I just stepped on the spot accidentally. To sum up, innovationsare as follows:The first innovation is my selection of the subject. There are no related researchachievements in academia on “cultural change and educational development of ethnicminority”The second innovation is study materials. No one did research on the object.Group3of Wangtai Hui village in Banqiaodian town, Yicheng has one identificationincluding “issues of agriculture, rural area and peasants” and immigrants, HuiMin,JiaoMin. They are the most representative immigrants of “the middle route of China’sSouth-North Water Diversion Project as an object of study” and “DanjiangkouReservoir Project”. It has extremely strong theoretical and realistic significance toresearch its cultural change.The third innovation is theory. There are too many achievements of culturalchange research, but most of these just explain China’s phenomenon by using westerntheory of cultural change. It pays more attention to real result of cultural change butless attention to the way of cultural change, that is to say, it has little concern aboutwhy and how does culture change happen. Especially it pays little attention to thegovernment, non-governmental institution and individual’s guides on cultural change. The theory has reflected in three aspects in this paper. The first aspect is puttingforward the theory of education power in cultural change; the second aspect is puttingforward “Theory of Mental Education” and constructs the model of mental education.This can guide the government, non-governmental institution and individual’spractice in cultural change. This can also complete the exploration of theory ofcultural change’s localization. The third aspect is that education plays an importantrole in the construction of resettlement’s structure, attempting to build the structure ofmental education to enrich and perfect the system of resettlement.The article expounds the theoretical and practical significance of the topicselection “cultural change and educational development of ethnic minorityresettlement” in the prolegomena of the article. The domestic and foreign relevantresearch results are reviewed in this part.The article put forward the “Theory of Mental Education” and build the structureof mental education in the first chapter, which based on brief summary of FeiXiaotong’s “Theory of Mentality” and Pan Guangdan’s “Social Theory of Positionand Growth”, combined with field investigation in Group3of Wangtai Hui village.The main part of this article is from the second chapter to the forth chapter, whichpropose the process of cultural change of Wangtai Hui village’s immigrants, that isthe unbalance of mentality, adaption of mentality and balance of mentality consists.There are also some investigations of its cultural change and educational development.The fifth chapter discussed the scientific nature and feasibility of the theory of mentaleducation.The purpose of Anthropology study is to put its research results into practice anddemonstrate its application and character. The conclusion of this article tries toconnect the theory of mental education with ongoing resettlement cases. It considersthat the theory of mental education has its realistic meaning in the same or similarcircumstances even in the current management of the migrant population and largeconstruction and demolition.
