Integration of urban and rural education is an objective requirement of urban and a major policy to promote educational equity and social justice in a long run.Since twenty-first Century,the evolution of policy development of urban and rural education in China has been fully highlighting the distinct characteristics of the times.With the balanced development of the urban and rural compulsory education and the construction on the integration mechanism of compulsory education in urban and rural areas,the national education policy undoubtedly point to the integration of the urban and rural compulsory education.In recent years,some provinces and cities in China have continued performed some pilot experiment on the integrated development of urban and rural compulsory education and had effects in a certain extent,but there are still many puzzles and problems.Therefore,to promote the integration of urban and rural compulsory education,we need to carry out the policy effectively,and improve it continually.The paper is based on a case study,using the method of quantitative research and qualitative research to conduct a comprehensive study on the policy of the integration of urban and rural compulsory education to explain the integration of urban and rural compulsory education policy implementation on the ambiguity-conflict model of policy implementation theory.The first part,namely the first chapter and the second chapter.In the introduction part,through the collection and collation of the literature,clarify the progress of the policy operation and the deficiency of existing research,based on the summary of previous researches and results of storytelling on perspective and finally put forward the research ideas and methods.In the part of urban and rural compulsory education integration policy,through a comprehensive interpretation and analysis of the national and local policy text,comb the evolution of the national level in urban and rural areas binary education policy to the integration of urban and rural education policy,reveals the feature "gradual change" of the national education policy;and take Chengdu Experimental Area as an example,using multiple streams framework to discuss the interaction between the local government and the central government during the process of the implement of the national urban and rural compulsory education policy.Therefore,I think that:in the process,a positive interaction between local authority and central government,and the innovation of the local government during the policy implementation contribute to the integration of the urban and rural compulsory education.The second part,namely the third chapter and the fourth chapter.In the second part,taking Chengdu Experimental Area for example,compare the gap between urban and rural areas during the operation of the integration policy of urban and rural compulsory education on the static study on the degree of the consistent implementation of results and policy objectives,and the dynamic study on the fidelity of the policy executor to make a more extensive evaluation.On the static study on the degree of the consistent implementation of results and policy objectives,the essay carries on the contrast analysis from the three dimensions and five aspects.Three dimensions cover the overall dimensions,Chengdu City Circle dimensions and within the county--the rural dimension;five aspects cover the gaps between urban and rural areas on the educational opportunities,conditions for running schools,educational funds,teachers,education quality.On the dynamic study on the fidelity implementation of the stakeholders,the paper discusses the management system,the condition of running a school,education funding,teacher building the four major aspects.The third part,namely Chapter five,Chapter six.The second part of the analysis shows that the integration of Chengdu urban and rural compulsory education practice has achieved some success,but still there is a gap between policy goals,due to the complexity of diversity policies stakeholder policy implementation process the integration of urban and rural compulsory education policy suffered a series of difficulties in the implementation process,resulting in the implementation of policies in local government has not been successfully implemented.What are the reasons for the success of policy implementation,and what their "behind" the constraint is?Chapter fifth paper using Ambiguity-Conflict matrix theory for the integration of urban and rural compulsory education policy implementation matrix were constructed and analyzed in order to explore the logic behind the success of policy implementation.The paper discusses the impact from the national level,the logic of national policies in place five pilot executed;from the local level to explore the impact of national policies in the two logical place to perform.Practical implementation of the above policy logic,resulting in the integration of urban and rural compulsory education policy blur-factors resources,power,Union forces,background conditions-conflict matrix under the "central principle" to run block or even failure,and ultimately led to the policy implementation gap.Successful operation for the protection of the integration of urban and rural compulsory education policy,the paper proposes the following policy recommendations Chapter VI:improving incentives and accountability mechanisms,the establishment of an effective mechanism for information exchange and evaluation of policies,building policies run the legitimacy mechanism to strengthen the policy to run the system"integration" building to jointly work together to ensure the operating environment of the "central principle" to guarantee the successful implementation of the policy.
