Counselor in college plays an important role as a guide of undergraduates in their campus life, helping them perform well both physically and mentally. Moreover, whether the counselor can impart political knowledge, cultivate qualified builders and successors for the country or not, depend largely on the quality of college instructor troop. In this context, we intend to introduce a new study concept that “learning for development,learning to development " to our instruction of counselor team, oriented by improvement of quality and content, exploring how to instruct a counselor team with the combination of" learning orientation" and "team instruction". It is not only a unprecedented model in this new era, but also a positive response to the revolution of higher education and the trend of times.In this passage, insisting on problem-oriented and reality-based, as well as hist orical materialism and dialectical materialism, the author carries out relevant researc hes on how to instruct counselor team through document study, history study, surve y study and system study. The passage explains the core concepts and their feature s of the instruction of the learning counsel team, proposing that learning counselor should embody self-transcendence and liberty, strong desire for study, eminent study function and long-lasting innovation ability. They are conductor, administer and sub sidiary who lead college students to social elite, as well as lifelong learner, self-lea rner, co-learner, dynamic learner and learning leader. The passage also points out th at the construction of college learning counselor team is the new aspect based on t he traditional one, which is the keystone of the instruction model of the learning c ounselor team on the, building among core layer, intermediate layer and peripheral layer. This paper explores deeply in our traditional learning thoughts, thoughts of a uthors of Marxist typical works and learning thoughts of Chinese Communist, as w ell as describes individual comprehensive development theory of Marxism, Maslow's hierarchy of needs, Learning Organization Theory and so on. We regard these theo ries as the keystone of the learning counselor team, and it strengthens the theoretic al evidence of the research. Moreover, f'rom the perspective of the value dimension,it is extremely meaningful owe to the time and value of the construction of colleg e learning counselor team in many aspects, such as learning society development ,c ollege connotative development ,the growth of college students ,the college counselo r's self-development and the tendency of the construction of the counselor team. Su bsequently, from the historical dimension and practical level, the paper sorts out the historical stage and practice and exploration of the construction of college counsel or team comprehensively. It concludes that construction of counselor team accumula tes some practical experience and useful reference for the construction of college le arning counselor team in some aspects that programmatic document issued, the subj ect construction of ideological and political education, textbook publication, training system construction, the construction of various types of communication platform an d the team to create a cultural atmosphere. Through the questionnaires and the inte rviews, we conducts the quantitative analysis and qualitative researches of the prese nt condition of the construction of college learning counselor team. It considers that at present the construction of college learning counselor team exists some main pr oblems. For examples, the learning conditions and school needs is unmatched, learn ing desire and actions are inconsistent, individual learning and team learning are no t synergistic, management level and construction requirements are unsatisfied, system construction and practice development is not adapted. The main reasons for the ab ove problems are the insufficient learning of the counselor team self, the lack of th e team construction leadership and the deficiency of the cohesion. It further figures out the real basis and importance of the construction.In conclusion, from the respect of the systematic thinking, the passage promotes that the basic principles and path choices of the construction of college learning counselor team,it claims that we should adhere to the principle that the unity of the direction and the regularity, the unity of the systematicness and the pertinence, the unity of the longstanding and the innovation.Through clarifying the common version, insisting on lifelong learning,encouraging self-learning, improving training learning, promoting cooperative learning and building the security system in order to construct the cohesion, internalization, internal driving force, impetus, mutual aid and security of college learning counselor team. It further figures out that the college learning counselors need to learn the path of counselors professional development and it is the ultimate value pursuit for the construction of college learning counselor team to cultivate the continuous builders and successors for the Socialist Modernization Drive.This paper is unique for it break through the single perspective that previous paper preferred, which were only from the counselor itself. It introduces the new study concept that "learning for development,learning to development" to the instruction, which is considered from new aspect to figure out the problem of construction of college counselor team, expanding the new theory and the research space. The paper focuses on the development background of the pulse of the times in the development of learning society and the connotation of the development of colleges, constructing the domain space and frame structure of the college learning counselor team construction, clarifying the theory basis and logical starting point of it and analyzing the historical process and present situation of it. Especially, through a lot of survey data, mastering the construction situation of college learning counselor team and analyzing its origin, breaking the limit from the theory to the theory. Based on this, it explores the route selection and future trend of the college learning counselor team construction, deepening the understanding of counselor team construction in our country, making up the theoretical deficiency of the college learning counselor team construction. To a certain degree, it has great value and significance for the promotion of the college learning counselor team construction.
