The connotation development of regional higher education is not only the trend of higher education development,but also the practical requirement of higher education in China.The research content is proposed in the background of obvious difference among regional higher education in China,the unclear understanding of the connotation development,the lack of effective coordination of regional development,the weak systematicness of policy measures and so on.And then gradually put forward measures to promote the development of regional higher education,in order to meet the demands of practice and perfect the existing research.The significance of this study is to enrich the theory of regional higher education connotation development,expand the relevant research methods,and provide support for the development of higher education in China.This paper mainly studies the following problems in the technical route of "question,theory study,modeling research,application research,policy research and conclusion" :First,aiming at the problem that there are too much universal analysis,but too little regional research,too much thinking research,but too little systematic research in the research of higher education connotation development,this paper conducted theoretical research and systematic analysis of the connotation development of regional higher education,and constructed the multiple-levels and multiple-element regional higher education connotation development system based on complex system theory,and defined the structure,relationship,characteristics and objectives of the system,which would make up the deficiency of previous studies and provide theoretical support for the application of complex system theory to the connotation development of regional higher education.Second,aiming at the problem that the current research on the environmental impact of the regional higher education connotation development is mainly apply factor analysis,lack of the overall and systematic understanding of the problem,in this paper,the environmental impact of the regional higher education connotation development is analyzed systemically,the characteristics and operation mechanism of the environment are discussed,and the evaluation index and evaluation model of the environment are established,which provides a theoretical basis for solving the cooperative problem of regional higher education development and regional development.Based on the systemical analysis of the environment,the closed loop system model of the relationship between the environment and the regional higher education connotation development system is established based on the theory of the closed-loop system.The model reflects the complex system characteristics of material circulation,energy flow and information transmission,which helps build a platform for the study of their relationship.In the environmental impact assessment,the data envelopment analysis was introduced to establish the "output" and "input" model,which helps optimize the relationship of regional higher education connotation development and environment.Third,aiming at the current status that the evaluation index system is not perfect,and the research on index selection,weight determination and other issues is little,this paper studies the construction of regional higher education connotation development evaluation index system.In the index structure,the establishment of indicators considered the four aspects of the training of personnel,scientific research,social services and cultural heritage and innovation,fitting the content of regional higher education development.In the indicator screening,both of the questionnaire survey method and Delphi method are used to optimize the primary index,which not only make up the low precision problem of questionnaire survey,but also eliminate the unnecessary indicators.Fourth,aiming at the problems and shortcomings of the traditional evaluation model,such as narrow scope of application,not clear target,and the lack of prediction function,this paper constructed the connotation development capability model based on the system target,which could measure from the three dimensions of development,coordination and sustainability.In the research of development degree,aiming at the problems that the formula for set pair analysis model remains to be improved,the details remain to be improved and the application area remains to be expanded,this paper made three major improvements,including the improvement of the evaluation reference standard,the supplementary for the derivation formula and the mapping assignment of the evaluation results,which made up for the existing methods and helps establish the development model on the basis.In the research of coordination degree,the distance coordination degree model and the integrated coordination model are combined effectively,which could overcome the problem of poor convergence between the two models above.Consequently,the coordination degree model is constructed,which is able to reflect the relationship between the subsystems and the elements of the system.In the research on the persistence degree,the persistence degree model based on the function of the function is established,which was suitable to the complex system structure,and easy to get solve.In addition,this paper applied grey forecasting method to establish the GM(1,1)forecasting model of the regional higher education connotation development capability,and realized the forecasting function of the model.Fifth,through the empirical research of three typical regions,Beijing,Hebei,Inner Mongolia,of higher education connotation development evaluation research,the evaluation index and evaluation index and evaluation model are proved to be real,objective response to the change of things,the evaluation results and facts are basically consistent.This paper carried out regulated and prudent investigation and analysis,made mutual support of the conclusion of the model and the conclusion of the research,and then proposed the basic and classified policy recommendations to promote the development of regional higher education connotation development.The innovation of this paper is mainly reflected in the following four aspects.First,for the current research on higher education connotation development pay much attention to universality analysis,but lack of regional research,this paper highlights the regional characteristics,based on system research and survey research,realize the conception innovation of the study.Second,aiming at the problems the research results of the current research on regional higher education connotation development are scattered and lack of systematicness,the paper put forward the concept of development degree,coordination degree and development degree,and described the connotation development situation of regional higher education from the three dimensions,which realized the innovation of theoretical structure.Third,for the regional higher education connotation development has too much normative analysis and research,but too few meticulous research,this paper introduced the complex system theory in the systematic research,consequently the objectivity and the scientific nature of the research results is greatly improved.Fourth,through the analysis of the model results and the investigation and analysis,the policy recommendations for the development of regional higher education are put forward from the basic and classified points of view,in order to deepen the application value of the research conclusions and realize the innovation of the research conclusions.The research of this paper enriches the theory of higher education,and provides a way for the development of regional higher education.It also has important theoretical significance and practical value for the comprehensive reform of higher education in China.It can be predicted that the application of complex system theory,the selection of the evaluation index,the construction of evaluation model and the application of the evaluation results will be the hot spots in the research of regional higher education connotation development.
