Overseas direct investment(ODI) always manifests the political and economic strategy of a State, where in different State interests are interwoven. And the total of these interests eventually present through ODI. It transcends far beyond the simple pursuit of profits. Nevertheless, whatever the pursuit is, ODI at length has to operate through capital investment and industrial management. It is from such investments that the big picture of the State interests could be reflected.The author describes and analyzes the ODI of Vietnam since its opening-up innovation. By comparing the economic power of Vietnam with other developing countries as a whole, it is found that the ODI policy of Vietnam not only represents its basic national conditions as a developing country, but also reflects its distinctive characteristics of being centralized distribution in investment industry,which show the pursuits and interests of the nation-state.In the context of economic globalization, economic power is the most convincing proof to one’s comprehensive national strength. Through its ODI activities, Vietnam, on the one hand, has developed its own economic; on the other hand, has consolidated its relation with traditional allies in a geopolitics. Besides, it has obtained abundant strategic resources and wider economic hinterland, which ensures its safety. But such large scale of investment as not compatible with its own economic capacity needs Chinese government to pay high attention. We should take precautions against the political driving of Vietnam’s ODI, so as to gain more competitive advantage in the international arena of the South-east Asia.
