Study On The Developmental Characteristics Of Development Zones In Gansu Province Based On Comprehensive Level, Factor Contribution And Efficiency Evaluation

The development zone is an important bearing platform for the agglomeration of production factors and the high effective and intensive development of industries.It has made outstanding contributions to the economic development of local regions in Gansu Province in terms of opening up,technological innovation,and urbanization.After many years of development,the original development model in Gansu Development Zone,which primarily driven by capital investment,preferential support policies,and infrastructure construction,is changing.The original development dynamic system also shows new trends.In this context,it is necessary to start with the status quo of the construction and development of Gansu Province's development zones,sort out its development history and policy context,grasp its role and contribution to the regional economic development in Gansu Province,thus forming a fundamental recognition of the development zone in Gansu Province.On that basis,as well as actual conditions of the development zone in Gansu Province,the logical structure of follow-up research of the Gansu Province development zone are determined by the result of quantitative evaluation on its development characteristics,which are identified based on the construction of evaluation index system for comprehensive development level and the principal component analysis method.Based on qualitative cognitive and quantitative judgments,a retrospective study from the perspective of “developmental characteristics” is carried out to analyze key development factors and their contributions respectively.With the help of production functions(C-D function)and Solow growth equations,the elasticity,growth rate and contribution level of development factors of the overall development zone,sub-regional development zone,the administrative level of sub-development zone located in,and the level of sub-development zone in Gansu Province are calculatedand studied;After completing the research on the "contribution",this study continue the static and dynamic research on the economic operation efficiency of the development zones in Gansu Province focused on total factor productivity,technological progress,and comprehensive efficiency based on “hierarchical classification” and the DEA Data Envelopment Analysis(CCR)model and the Malmquist Production Index Model;and finally,the preceding research results are combed and summed up.At the same time,in order to avoid the duplication and logical inconsistency between the previous and the following contents,the whole process of “policy recommendations” derived from “research conclusions” are concentrated on analysis and argumentation according to the research results of “hierarchical classification”.The research results show that Gansu Province's development zone has achieved considerable development and is "the main bearing platform for the development of regional industrial clusters in Gansu Province,and a supporting force for the rapid development of regional economy in Gansu Province".But there areimbalances in terms of investment scale,quality efficiency,human resources and structure of enterprises;the evaluation results of comprehensive level of construction and development of Gansu Province show distinctive differences,which related to the level and the location of the development zone,and the administrative level of its located-city.The analysis on contribution of development factors for the development zones of Gansu Province indicates that the elasticity of both capital and labor factors show a positive effect,and most of the development zones are in the increasing stage of scale return(the sum of elastic coefficient of capital and labor elements is greater than 1),and the elasticity of labor force is generally greater than that for capital factor.At the same time,the total-factor productivity and labor force contribution rate in the development zone of Gansu Province are generally higher than the contribution rate of capital factor to output;The analysis of economic operation efficiency of the development zone in Gansu Province indicates that the static and dynamic efficiency of “at all levels and all forms" development zones in Gansu Province shows remarkable differences and variation characteristics.The static efficiency evaluation results show that the purely technical efficiency of the development zones in Gansu Province has an obvious positive effect on its overall efficiency.The dynamic efficiency evaluation results show that thetechnological progress and the improvement of pure technical efficiency in the development zones of Gansu Province has positive effect on both total-factor productivity and general-efficiency,and both the static and dynamic scale efficiency of the development zone hampers its comprehensive efficiency.
