The Chinese economy has entered the track of high quality development.Compared with other fields,forestry economic development is relatively weak,the development mode is gradually out of step with The Times,and the problems of resource supply,financing,ecological pressure,international competition and so on are increasingly prominent.Promoting the high quality development of forestry is the basic requirement of Heilongjiang province’s state owned forest to maintain the healthy development of forestry,to better solve the prominent contradictions,to build a modern socialist country in an all round way,and to follow the law of forestry development in an all round way.The starting point and foothold of high quality development of forestry is to improve the living environment and living standard of forestry practitioners.Macroscopically speaking,the high quality development of forestry can not only promote the high quality development of economy,but also promote the construction of ecological environment in China and achieve green development.At first,this paper USES principal component analysis(PCA)were selected to measure the state owned forest area in Heilongjiang province high quality development,representative and weak correlation index,establishing index system of forestry development level of high quality measures,according to principal component formula to calculate the state owned forest area in Heilongjiang province high quality development situation of comprehensive score;Furthermore,on the basis of the measurement results,time trend analysis and spatial difference analysis are carried out to study the characteristics of spatial and temporal differentiation of the high quality forestry construction in state owned forest regions of Heilongjiang Province.Finally,the moran index analysis was used to conduct spatial clustering test on the spatial correlation of the high quality forestry development level from 2012 to 2020,and the dynamic spatial Dubin model was used to conduct spatial econometric analysis,so as to study the influencing factors of the high quality forestry development level Heilongjiang Province.The robustness of the benchmark regression results is further verified by using a series of methods such as replacement space weight matrix,replacement index system measurement method and super efficiency DEA model.The empirical results show that :(1)from 2012 to 2020,the development level of high quality forestry in state owned forest regions of Heilongjiang province shows an overall upward trend,but lower than the overall level of key state owned forest regions.The 40 forest industry and forestry bureau subordinate to the state owned forest region in Heilongjiang province have a large internal gap and some heterogeneity in spatial location.(2)A significant positive spatial correlation between the high quality development of forestry in state owned forest areas in Heilongjiang Province,and the high quality development of forestry in 40 forestry industry and forestry bureau had a positive spatial spillover effect in state owned forest areas in Heilongjiang Province.(3)Government financial support,forest industry structure and staff human capital all play a promoting effect on the high quality development level of forestry;Engels’ Coefficient of forest workers’ families has a restraining effect on the high quality development level of forestry.The construction of forest management and protection facilities and the human capital of the staff in the region significantly promoted the high quality development of forestry in the surrounding area,while the industrial structure of the region inhibited the high quality development of forestry in the surrounding area.
