The Democratic Republic of Vietnam is developing rapidly in economy in Southeast Asia.Its rapid economic growth,accelerated modernization,improvement in people's living standards improve the status of the international arena.These achievements are closely related to the correct formulation of national development strategy,continuous innovation of government management functions and administrative ability of civil servants.Civil servants are the main body of national administrative system.The arrival of big data era requires higher innovative capabilities.First,in big data era,our Vietnamese government face a variety of new problems,new events while civil service work rhythm is changing.The existing civil service examination system is too traditional,inefficient and lack of intelligence.Modern information technology has not been fully used.Second,Vietnam will finally enter the big data era.Civil servants will inevitably face a variety of large amounts of data and information,updating speed and greater diversity.These issues bring new challenges to civil servants.Therefore,we need early evaluation to guide civil servants to develop capacity and well adapt to the requirements in big data era.Based on the background of big data-from the perspective of change requirements(information processing speed,a variety of information fusion processing,intelligent,etc.),with reference to the status of Vietnamese and abroad evaluation on the innovation ability of civil servants,this paper constructs the evaluation index system and the corresponding evaluation method.We also evaluate the innovation ability of Vietnamese civil servants through the actual data.The main work is as follows:(1)Sine entering WTO to the present,Vietnam enjoys rapd economic development and great social change.Vietnam is entering the information age,big data era.It requires Vietnamese civil servants to enhance the ability to adapt to economic and social development.In the big data era,civil servants are required to continue to innovate,learn new knowledge and new methods,have the ability of collection and processing of information or data,and identify and analyze the social multiple types of data.They are also required the ability to explore the value of information from the mass of information,and use new technology to improve the efficiency,aiming to improve the administrative ability and service level to meet the demands of the people and society.The part of evaluation combines the perspective of big data and innovation ability of civil servants,and makes up the lack of research in this field.We put forward the requirements and impact on the Vietnam civil service innovation ability based on the perspective of big data era characteristics,to prospectively consider how to evaluate the innovation ability of civil servants in Vietnam.(2)The innovation ability evaluation of Vietnamese civil servants is a comprehensive and systematic process,which needs to put forward the targeted index system.The part focuses on: the innovation ability of direct and indirect expression of Vietnam and the United States,the civil service evaluation in China,Singapore and other countries;the study of personal innovation ability,innovation ability;the characteristics and requirements of the big data era.Combined with the index selection basis,selection principle and the domestic and foreign experts,we put forward the foundation of innovation,quality of innovation and innovative skills of 3 first level indicators,9 second-level indexes,32 third-level indexes as the evaluation index system of innovation ability of civil servants.This part completely and systematically puts forward the evaluation index system of Vietnamese civil servants' innovation ability based on the big data perspective,which makes up the deficiency of the field research.(3)Through empirical research,we understand the actual situation and problems of Vietnam.Based on each specific index,we designe a survey questionnaire Vietnam innovation ability of civil servants.We randomly provide questionnaires to the Vietnam civil servants and obtain first-hand data.According to the characteristics of multiple indexes,small samples and fuzzy indexes,the evaluation method combines fuzzy sets with support vector machine.By comparing the management and non-management class and different working years,we analyse Vietnam civil servants innovation ability of the real situation and how to improve.This part provides the appropriate evaluation methods of index system,and applies to the actual data.We better reveal the innovation ability of civil servants in Vietnam.It is the early exploration in Vietnam and has a certain reference value for future research.In this paper,the main contents and results have important reference value for the government in the big data era who deeply understand innovation ability,how to train civil servants to better serve the people: 1)the Central Organization Department of the Ministry of national personnel department should adapt to the requirements of the times and the progress of technology,to improve the civil service recruitment,evaluation,assessment,transfer the scientific and dynamic;2)civil servants departments can improve the current civil service innovation ability evaluation and performance evaluation methods to improve the enthusiasm of civil servants.3)civil servants or units in accordance with the evaluation results of civil service innovation ability can improve the weak points of civil service innovation capability(low index scores),and designe targeted training programs.The main policy recommendations are as follows: 1)establish Vietnam civil service innovation ability evaluation agencies,regularly release Vietnam civil service innovation ability evaluation report and Vietnam civil service innovation ability improvement plan.2)construct of Vietnam innovation ability of civil servants database and expert database,establish the functions of organic unity and efficient operation of the Vietnam civil service innovation ability evaluation department system and intelligent and dynamic Vietnam innovation ability of civil servants information database,expert database.3)establish maintenance,supervision and feedback mechanism.The government functional department is responsible for coordinating and maintaining the activities of the relevant departments and institutions,feedback and supervision of various departments of the Vietnamese civil service innovation ability evaluation process,and data acquisition channels.
