Innovation is the soul of a nation's progress, the motive force of a country's development, and the source of a party to keep vitality. The civil servant is obliged with the fulfillment of the important duty on public administration, so their innovation ability influences the decision of the government and the development of national administration. In the complicated and changeable era of knowledge & economy, the civil servant should keep up with the step of the great development strategy to build"the innovative country"and become creative.At present, most domestic and foreign documents focus the research of innovation ability on the staff in enterprise or students with the knowledge of psychology, create study etc., but the research based on civil servant is less mentioned, especially the evaluation criterion and the assessment method of innovation ability of civil servant. On the basis of the reality of human resource development in public department, the thesis studies the factors which influences civil servant's innovation ability, the indicator which assess the civil servant's innovation ability, the weight of each indicator, and the method of evaluating civil servant's innovation ability, using the knowledge of management, psychology, create study, statistics and the methods of document analysis, field visit and questionnaire survey, then draw the conclusions as follows:First, the factors which influence innovation ability of civil servant mainly includes two major parts, self-factor and environmental factor.Second, we can appraise the innovation ability of civil servant by the evaluation index system, which includes 4 first level indexes (innovative quality, initiative spirit, innovative skill, innovation achievement) and 16 second level indexes, each index occupies the corresponding weight.Third, using the evaluation index system, we can appraise the civil servant's innovation ability comprehensively though the appraisal of their leaders, colleagues and themselves. Furthermore, the"Fuzzy Comprehensive Evaluation"can be adopted to tranform the appraisement from quantitative to qualitative.Fourth, in order to develop and improve the innovation ability of civil servant, we can take relevant measures according to factors such as organizational culture, working...
