This study is aim to explore a new solution to the dilemma of the bureaucratization of Chinese Residents' Committee(CRC).A series of pragmatic reforms have been carried out in order to solve the problem of bureaucratization of CRC.Unfortunately,however,the self-governance function of CRC has not been strengthened and performed effectively through the reforms,instead of trapping into the dilemma of 'either continuing bureaucratization or being marginalized'.The dilemma of CRC has becoming a barrier and constraints to fully fulfill the residents'self-governance,and to promote the governance capacity of the state at the primary level as well.This study seeks to decode the puzzle of bureaucratization of CRC from the perspective of 'power'.The definition and theoretical framework would be addressed in the first section.Three essential powers,power resource,power intention and operational direction,are classified and elaborated in this part.The study will employ the three essential powers to develop and establish the theoretical framework.Based on this analysis tool,chapter two analyzes the current power operation pattern of CRC.This chapter points out that the existing debureaucratization reform attempts to restore the autonomous management power of CRC through the segmentation of affairs and division of organizations,and to make them fully operational in an independent field.However,because the power operation of CRC has many problems in terms of resource base,operation direction and subject intention,the power of self-management cannot be effectively operated,and then it is caught in a dilemma.Chapter three tries to jump out of the binary opposition between the autonomous management power and the administrative power brought about by the reform and seeks new ways to break through the dilemma from the perspective of CRC's participation and coordination and supervision power.This chapter mainly focuses on the non-dualistic balance between the two powers of CRC and the administrative power,and on why the two powers can be effectively operated under this new power structure.Chapter four confirms the achievability of the participation and coordination and supervision power in current China by investigating the feasibility of its resource base,subject intention and operation direction in reality.Chapter five analyzes two typical cases,the practice of "inquiring politics" of Maizidian in Chaoyang District of Beijing and the practice of"pivoting" of neighborhood committees in Nanshan District of Shenzhen and thus a set of systems to promote and the power of CRC is designed."The conclusion and the outlook" summarize the basic conclusions of this paper from two dimensions,and simply extend the two issues involved in the macro level of the issues studied in this paper.
