Since the end of the Cold War,the status of the Asia-Pacific region in the world political and economic structure has been on the rise.As the dominant country in the international system,the United States naturally attaches more importance to the Asia-Pacific region.After the global financial crisis in 2008,the global international system began to undergo profound changes,and the strategic position of the Asia-Pacific region has attracted unprecedented attention.In response to crises at home and abroad,the United States began to adjust its global strategy.The Obama administration has launched the strategy of "Asia-Pacific rebalancing",claimed to be the focus of the global strategic shift to the Asia-Pacific region,the goal is to strengthen the alliance system and partnership network of the United States in the Asia-Pacific region,increase military input in the Asia-Pacific region,participate in and dominate the economic and trade cooperation in the Asia-Pacific region,so as to ensure the strategic interests of the United States in the Asia-Pacific region and prevent the rising powers from challenging the dominance of the United States.The "Asia-Pacific rebalancing" strategy comes as U.S.global leadership has been questioned for the first time since the end of the Cold War.To secure American leadership,the United States has begun to give full political,military and economic attention to the region that challenges it.This strategy is also the first signal for Trump to intensify competition with China and a precursor for the deep adjustment of ChinaU.S.relations.The essence of the "Indo-Pacific" strategy of the Trump administration is also the extension and development of the "Asia-Pacific rebalancing" strategy of the Obama administration.Compared with the unfinished progress of Trump's "Indo-Pacific" strategy,Obama's "Asia-Pacific rebalancing" appears more complete andhas a connecting significance.An in-depth study of the U.S."Asia-Pacific rebalancing" strategy will enable us to have a more objective and rational understanding of the essence of Trump's "Indo-Pacific" strategy.At the same time,it is of great practical significance for us to effectively deal with the challenges brought by the U.S.Asia-Pacific strategy.This thesis systematically and deeply studied the Obama administration's strategy of "Asia Pacific rebalancing",which included the background,objectives,implementation,evaluation and effect,analyzed the essence of American Asia-Pacific strategy,as well as the connection and difference between the "Asia-pacific rebalancing" strategy and President Trump's "Indo-Pacific" strategy,and discusses China's strategies and countermeasures against the U.S.Asia-Pacific strategy.The thesis is divided into five chapters:The first chapter,background analysis of the "Asia-Pacific Rebalancing" strategy,mainly analyzes the profound changes in the international system and the formation of the "Asia-Pacific rebalancing" strategy of the Obama administration.Firstly,the thesis studied the transformation orientation of the global international system and the rise of the international status in the Asia-Pacific region,as well as the strategic impact of the relative decline of the United States and the structural rise of China in the world and the Asia-Pacific region.Secondly,it combs the U.S.Asia-Pacific strategy from the Cold War to the Obama administration,aiming to elaborate the continuity of the U.S.Asia-Pacific strategy.Finally,the thesis discussed the brewing process of the "Asia-Pacific rebalancing" strategy of the Obama administration,and analyzed the evolution process of the "Asia-Pacific rebalancing" strategy from "returning to the Asia-Pacific" to " pivot to the Asia-Pacific" and then to "Asia-Pacific rebalancing".Chapter two,the objective and support of the "Asia-pacific rebalance" strategy.The goal of the "Asia-pacific Rebalancing" strategy of the Obama administration is toconsolidate the leading power of the United States in the Asia-Pacific region,expand the economic interests of the United States in the Asia-Pacific region,and expand the influence of the values of the United States in the Asia-Pacific region.To achieve the above strategic goals,the United States has a strong comprehensive national strength,a secure alliance system and hegemony prestige and other strategic resources at its disposal.Chapter three,the implementation of the "Asia-Pacific Rebalancing" strategy.The Obama administration has formulated and adopted a series of strategic initiatives to implement the "Asia-Pacific Rebalancing" strategy.First,the U.S.military strategic center of gravity is shifting to the Asia-Pacific region.The United States strengthened its military presence in the Asia-Pacific region,improve its anti-denial and combat capabilities in the region,and reduce its strategic involvement in other regions.Secondly,consolidate America's Asia-Pacific convergence security system.These include optimizing the U.S.Asia-Pacific alliance system and reshaping the network of security partners.Finally,the United States has forged a new system of multilateral cooperation in the Asia-Pacific region.We will press ahead with the Trans-Pacific Partnership agreement,deepen all-round cooperation with ASEAN,and expand our values alliances in the region.The fourth chapter,"Asia-pacific rebalance" strategy's assessment.First of all,it analyzed the nature of "Asia-Pacific rebalancing",and considers that it is the continuation of the traditional "offshore balance" strategy and the strengthening of the "selective intervention" strategy,and is the strategic combination of the two.Secondly,it evaluates the effectiveness of the "Asia-Pacific rebalancing" strategy of the United States,and believed that the United States has achieved certain strategic dividends,but has not achieved the set goal,which has aggravated regional tensions and paid huge strategic costs.Finally,it analyzed a series of domestic and international repercussionsof the "Asia-pacific rebalance" strategy of the United States,the Asia-Pacific region and other countries in the world have differentiated responses to the strategy.Chapter Five,"Legacy" and inspiration of "Asia-pacific rebalance" strategy.The "Asia-Pacific rebalancing" strategy has not achieved the desired effect,and the momentum of China's continued rise has not changed,leading to a more negative strategic perception of China in the U.S..On the premise of the same importance to the Asia-Pacific region,Trump administration changed the style and the measures of implementation strategy,the strategic thinking of the United States towards China tends to be more "cold war",giving up the practice of "offshore balance",emphasizing strong unilateral pressure and paying more attention to the use of military means.In essence,it is an enhanced version of the negative of the "Asia-Pacific rebalancing" strategy."Asia-Pacific rebalancing" strategy provides China with strategic inspiration in dealing with the "Indo-Pacific strategy",China should have a clear understanding of the United States' perception of China and a clear judgment of its strategic limits.China should adhere to the bottom-line thinking of its core national interests,unswervingly develop its national strength,and further strengthen its strategic strategy to hedge against the strategic pressure from the United States.
