Research On The Evaluation Of The Operation Of The Academic Committee System In My Country's Universities

The academic committee system is an important part of modem university system,an important aspect of the internal governance structure in colleges and universities,and the basic system to maintain and protect academic value.Scientific and effective college academic committee system is an important manifestation of the establishment of modern university system.At the present stage,there are still some problems in the operation status,execution effect,existing problems and path to improve the Regulations of Academic Committee of Colleges and Universities(abbreviated as"Regulations" in the following),yet more comprehensive and detailed answers in terms of both theory and practice are in urgent need of further study.With the theme of "Research on the Operation Tracking and Effectiveness Evaluation of the Academic Committee System in Chinese Colleges and Universities",at the theoretical level,this paper attempts to provide theoretical support for enrichingand perfecting the system of modern university system with Chinese characteristics,the cycle of education policy and the history of higher education,and provide data,cases and interview materials for other theoretical studies on the research of academic committees.At the practical level,it is expected to provide clearer suggestions for the revision of the Regulations by the state,the strengthening of the overall guidance by universities at the provincial level,the improvement of the internal governance structure of colleges and universities and the effective performance of academic committees.The paper is divided into eight parts.The introduction part summarizes the origin,significance,current situation,ideas and methods of the research.The first chapter is the theoretical basis.Starting from the logical starting point of constructing and perfecting modern university system,this paper expounds the logical starting point of this study.It mainly elaborates the theoretical basis for the existence of academic committee system and its relationship with modern university system,academic power and academic freedom.The second chapter is the historical evolution of the system.With the institutional change theory in the neo-institutionalism as the analysis paradigm,the historical process of the academic committee system has been established and the process and essence of the introduction of the Regulations are expounded in detail.The third and fourth chapters are the scanning part of the policy implementation.For the selection of the research conditions and objects in this article belong to the provincial public universities;therefore,the third chapter takes S province as an example,adopts the method of text analysis,and carries on the static overall scanning to the work report,committee charter and member composition of 28 colleges and universities.The fourth chapter chooses one 211 university in S province,one high level provincial university and one local general university for case study.In the study,interviews,questionnaires,text analysis and comparative analysis were used to analyze the three universities in detail and to make up for the shortcomings of the third chapter of the macro static scanning.The third and fourth chapters each has their own emphases,presenting the overall status of S province in implementing the "Regulations".The fifth chapter is the policy assessment.On the basis of constructing the comparative analysis model of"before and after-ideal and reality" of policy implementation,with the research methods of questionnaires and interviews,and case studies,this paper analyzes the problems in the tracking of power operation of academic committees in colleges and universities comprehensively,and conducts a macroscopic and microcosmic comparison between before and after the implementation of the regulations and the ideal and reality.The sixth chapter is the analysis of the influencing factors of policy implementation.Using the analysis model of the Smith policy implementation effect,this paper analyzes 16 dimensions from four aspects of the idealized policy,the executive organization,the policy object and the external environment of the policy,extends the policy implementation of the academic committee system to the macro background of the internal and external governance structure of the university organization,and analyzes the factors that affect the effective operation of academic committee system.The seventh chapter is the research and recommendations of the study.The study notices that the introduction of the "Regulations" possesses the characteristics of the times:grassroots appeals,public opinion support and government response.In S Province,the implementation of the "Regulations" is quicker,but the overall implementation is at the formation level with the same seriousness of articles of association and administrative inertia,and the independence of academic organizations operating difficulties and other issues.The study shows that the over regularization of the "Regulations" the compounding of the executive body and the object,and the lack of competency of the academic organizations lead to the implementation of the"Regulations" in individual colleges and universities mainly by the attitude of the principal(headmaster)of the administrative power.The research suggests that starting from the path of perfecting the system of internal and external modern Chinese universities with Chinese characteristics,use the four external paths:the reconstruction of social relations of colleges and universities,the improvement of provincial government's overall planning ability,the establishment of external monitoring and evaluation mechanism and the improvement of rules and regulations;and the four internal paths:the guidance and supervision of the power of the political parties,the modest and concession of administrative power,the independence and independence of academic committees and the support and supervision of democratic power,to jointly promote the governance of university academic committee system with Chinese characteristics.This article may be innovative in the following aspects.For the research value of the problem,this paper focuses on the practical aspects of academic power.For the selection of the study object,this paper focuses on the research object,with the provincial academic committee as the research group.For the choice of research methods,the use of research methods,such as case studies,quantitative and qualitative hybrid research methods,is conducive to the overall understanding of the academic committee system.For the application of research theory,combined with the theme and specific analysis of the academic committee system,to a certain extent,it is the enrichment and development of the institutional change theory,comparative analysis before and after the policy and the influencing factors of the implementation of the Smith policy.In terms of further research ideas,on the basis of this study,the next phase of in-depth study could increase the specific case study of the specific operation of the specific academic committee on the spot,achieve comparative analysis of the operating conditions of academic committees of provincial universities and subordinate colleges and universities,.and to conduct in-depth discussions and positioning on the optimization of the academic committee system.
