Study On The System Of The University Academic Committee In China

University has a complex system and is a multi-culture organization, affected and constrained by the outer facts such as the politics, economy and sociality, and interacted with the political, administrable and academic power. The leading structure of universities in China is the headmaster in chare of the internal management under the leading of the Communist Party Committee, and the internal academic regulation is a multi-culture system with the academic committee as the main role. The No.42 Item in Higher Education Law says, higher schools set up Academic Committees. They advise on the educational developing plan of these schools, and scientific research or the educating work of masters; censor and identify the results of research. professors manage academy; review the essays of masters'; take part in the censoring work of promotion of professor or vice-professor, etc. As an organization to perform the academic power and manage the academic works, the Academic Committee is the most effectively expressive way for the academic power. However, when the Academic Committees were set up in universities, they are attached to the administrable organization and does not have any power to make a decision on the academic events. It only has to obey the orders from the administrable organization.Based on the re-study on the historically developing procedure of the regulations of Professor, it shows the procedure can be divided into three sections: the section for the building of Professor Senate; the section for the disappearing of Professor Senate; the section for the building of Academic Committee. The regulations of the Academic Committee are mainly about the rules, including every kind of management systems and rules. In order to research the working condition of the university Academic Committee, this article will study in details the administrable background of academic committee rules and members by taking 21 universities on the internet as examples from different kinds, categories and regions. The article studies their systems of Academic Committees, and analysises deeply the internal organization, member's status, working systems and organization functions. This article also chooses a university at random as a case, interviewing the committee members to study their working condition. It has found some problems existing in the university Academic Committee by investigating: 1)The organization's position is not on their proper post; 2)The administrable phenomena are severe; 3) Rules and regulations are not perfect; 4) Their function is to be improved. The ways to enhance the functions of academic committee are: l) To advocate the academy freedom, letting the spirits of university back; 2) To emphasize the responsibilities, stipulating the organization relationship; 3) To ensure the committee to get its own power, making the organization perfect; 4)To lay a foundation, improving rules and regulations.
