The Convergence Of Scientific Elite And The Development Of First-class University

The convergence of scientific elite and the growth of first-class universities is a complex system of mutual support and interaction.The internal synergies mechanism is still less systematically explained although the convergence of scientific elite leading to the growth of world-class universities is universally recognized.At present,many countries are implementing first-class university strategies,and the competition for the global scientific elite is increasingly fierce.There is great theoretical and practical significance to straighten out the relationship between scientific elites and first-class universities.In particular,on the one hand,with the convergence of scientific elites as the entry point,it can show the key nodes and important influencing factors of the first-class university in the process of growth.On the other hand,taking the example of higher education developed countries(especially the United States),it is important to explain and summarize the synergistic mechanism between the convergence of scientific elites and the growth of first-class universities,which also has important enlightenment for China's "double first-class" construction.The study shows the following conclusions.From a historical perspective,science had entered the university to start the development of modern universities,and the generation and convergence of scientific elites helped research universities develop into first class universities.After World War II,the scientific elites shifted from Europe to the United States and this process synchronized with the rapid development of American research university clusters.Since the 1990s mainly from China and India's S&E elite migrate to the American first-class university.The United States is the world's premier destination for scientific elites and the world's higher education center and science center.Most developed countries in Europe also show a higher proportion of moving in and out and the European universities get the second place.China has struggled to catch up with the developed countries from the mid-1990s.From the interaction mechanism between the scientific elite and the modern university,the two fit and match each other.The scientific elite output social capital,academic capital and material capital to promote the growth of first-class university.First-class university can gather talents through the government's stable and substantial financial support,excellent university governance and talent platform,focusing on the removal of the family and personal migration barriers.From the institutional environment's perspective,the discipline system emphasizes the professional power in the discipline governance and the availability of R&D funds,developing the interdisciplinary and the scientific culture.Through the coordination of discipline and institute in the "bottom heavy" university organization,the effective convergence directly drive discipline development and innovation.The university system implements efficient and reasonable recruitment,career promotion,academic ability evaluation and endowed faculty.First-class university making itself excellence not only optimizes the dynamic structure of elite groups,but also increases the number of jobs.In addition,immigration,politics,economy and culture system provide a relaxed and inclusive environment and a wide range of support for the first-class university.In the context of "double first-class",it is necessary to reconstruct the relationship between the convergence of scientific elites and the growth of Chinese research universities.
