Since the founding of the People's Republic of China for more than70 years,the counselor system has been gradually established and developed in Chinese universities,which has become a major feature of China's higher education system.College counselors are the backbone of ideological education to students in colleges.They undertake the important mission of training socialist builders and successors and guiding college students to grow into talents.Since the 18 th Congress of the Communist Party of China,Xi Jinping attached great importance to the ideological and political education in Colleges,especially the importance of the quality of teaching staff for personnel training.At the teachers' to students' Symposium at Peking University,Xi Jinping pointed out that building a high-quality contingent of teachers with excellent political quality,excellent professional competence and high standard of education is the basic work of university construction.The 19 th National Congress of the Communist Party of China has proposed that it is necessary to firmly grasp the leadership of ideological work and fulfill the fundamental task of cultivating morality and talents,and emphasize that universities must have new measures in areas such as education equity,student funding,employment and entrepreneurship.These have put forward higher requirements for the competence improvement of college counselors in the new era.Therefore,in the new era,how to build a team of high-quality counselors has become an extremely urgent and important task.So,what is the competence of college counselors? What elements does the competence structure of college counselors include? How to evaluate the competence of college counselors? How to effectively improve the competence of college counselors?This study takes theconnotation and characteristics of the competence of college counselors as the logical starting point,and always focuses on "what and how is it?"?Why? How to do "as the research vein of the article,the full text is divided into six parts besides the introduction and conclusion.Firstly,expound the theoretical basis of the research on the competence of College Counselors in the new era.The theoretical basis of this article mainly includes Marx's theory of all-round development of human beings,Xi Jinping's education theory and quality construction theory.Among them,All-round development on human beings of Marx's theory has provided an important guiding ideology for this study.Xi Jinping's theory of human education has established a new era coordinate for this study,and the theory of quality construction has made an important methodological follow for this study.Secondly,Construct the competence model of College Counselors in the new era.Different scholars put forward different academic views on the quality structure of college counselors.58 key feature words of college counselors were extracted through the key behavior event interview method and content analysis method.Based on this,grounded theory was used to construct the theoretical quality of counselors.The research found that the quality of counselors includes educating emotions and values,educating knowledge,educating ability,educating competence,cultivating personality and motivation.Thirdly,establish the competence evaluation questionnaire for college counselors in the new era.58 items of competence characteristics of college counselors are collected and compiled into the questionnaire of college counselor's competence evaluation in the new era,which is tested.Through the first test of the questionnaire exploratory factor analysis,exploratory factor analysis shows that the competence of college counselors is composed of six parts: educating emotion and values,educating knowledge,educating ability,psychological quality,physical quality,education personality and motivation,which is one more dimension than the previous theoretical construction;through the second test,a confirmatory factor analysis is performed on the questionnaire.The factor analysis showed that the counselor's six-dimensional structure model was stable and had high reliability and validity.Fourthly,we use the self-made questionnaire on the competence evaluation of college counselors in the new era to conduct an empirical survey of counselors in China.The survey results show that the overall competence of college counselors indicates a good development trend,However,there are still several problems.Specifically,the research findings of this part are shown in the following six aspects: education emotion and values are the core competence of College Counselors in the new era;education psychological quality is the advantage of College Counselors in the new era;education knowledge is the main weakness of College Counselors in the new era;the lack of education ability is highlighted in scientific research ability and network ideological and political education ability;the poor physical quality of education mainly focuses on the sleep quality of college counselors;the difference of cultivating personality and motivation is mainly reflected in the innovation of instructors In the new era,there are demographic differences in the quality evaluation of college counselors,such as working years,evaluation of excellence or not,major,gender,grade and so on.Fifthly,this study analyzes the factors that influence the competence of counselors from two aspects.On the one hand,the reasons for the good development of the counselor's quality are mainly explained from the national level,the school level and the individual level.On the other hand,it deeply analyzes the reasons for some problems in thecompetence of counselors,mainly from the external environment and internal factors.Sixthly,based on the conclusion of the questionnaire,At the end of this paper,from the six dimensions of the competence of College Counselors in the new era,from the national or social level,school level and counselor personal level,put forward relevant suggestions and countermeasures.Among them,it puts forward five suggestions for the cultivation of the competence of College Counselors in the new era,which are as follows: attaching importance to enriching the educational knowledge of college counselors,strengthening the educational ability of college counselors,optimizing the educational emotion and values of college counselors,striving to shape the educational personality and motivation of college counselors,and actively cultivating the psychological competence and body of college counselors competence.
