The Intergration Development Of Primary,Secondary And Tertiary Industries In Rural Area About Economic Effects,Level Evaluation And Countermeasures

Promoting the integration of rural primary,secondary and tertiary industries(hereinafter referred to as the integration of rural three industries)has become an important supportive policy for the development of China's agriculture,rural areas and farmers.It is of great significance to promote the integration of the three industries in rural areas will build and enrich the modern agricultural industrial system,modern agricultural production system as well as modern agricultural management system,will change the mode of agricultural development,will expand the channels for increasing farmers' income,will promote the rural well-off society,and will realize economic,political,cultural,social and ecological revitalization of the countryside in the overall layout.The current economic and social situation in our country has undergone new changes compared to the past.The development space and potential of agriculture and rural areas need to be further explored.As a result,new changes have created new problems and it is very urgent to change the pattern of agricultural development.The industrial integration is inevitable when the industry has developed to a certain stage.It is possible to expand the space for industrial development only through the integration and penetration of industries.With the advancement of productivity,the idleness of the agricultural labor force has been generated,which also requires the integration of idle labor into the secondary and tertiary industries through the penetration of industries and cross-border integration.If we continue to allow agriculture to develop in isolation and ignore the adjustment of the rural economic structure and the objective requirements for the integration of agricultural cross-border and industrial service industries,it is difficult for agriculture to get rid of its weak position,to narrow the development gap between urban and rural areas,and to further increase the income of farmers.Therefore,while fully tapping the potential of agriculture itself,we must broaden the development space for integration with the secondary and tertiary industries so as to achieve the goals of agricultural efficiency,peasant income increase and rural prosperity.At present,the integration of rural primary,secondary and tertiary industries in China has many highlights in some regions and some areas,but it is still at an early stage.The new-type business entities have developed rapidly,but the main competitiveness is still insufficient,and the linkage with the interests of farmers is not yet tight;the regional characteristics are gradually highlighted,but the multiple functions of agriculture are lack of effective development and the brand building is not yet perfect;the integration of tertiary industries pays more attention to the development coordination with the ecological environment,social welfare and culture,but many regions have been heavily overdrawn,many poor areas lack awareness of the multifunctional potential of agriculture,and are short of development methods;agricultural products processing industry has made great progress with more low-level repeated,a lack of production of intensively processed products,and a lack of varieties of products and designs.Policy support has gradually increased,but policy of promoting the integration of the three industries in rural areas needs to be strengthened.In view of the above problems,this study takes the countermeasures as the starting point for the development of the integration of secondary and tertiary industries in rural areas.Based on the theories of industrial economics,institutional economics,and multi-functional agricultural theory,this study has systematically and in-depth elaborations the development of rural secondary and tertiary industries' status quo and the influencing factors of the economic effects that can be achieved in the integration of the rural secondary and tertiary industries.We use the scientific methods including the analytic hierarchy process and the analysis of coupling coordination to evaluate the integration level of the secondary and tertiary industries in rural areas.The connotation and mechanism of the four typical modes of integration of production and integration and the integration of occurrences are analyzed by analyzing the typical case analysis method.Countermeasures are proposed for different subjects,different regions,and different types of industries.Through the research on the cultivation of endogenous and exogenous subjects,three rural areas are proposed.The idea of optimizing the choice of the main body of production integration will provide countermeasures for the construction of the mechanism for the integration of the three industries in rural areas,and provide policy recommendations for the integration of the three industries in rural areas.The main content of this paper is as follows:By analyzing the purpose and significance of the integration of the three industries in rural areas,the research results of domestic and foreign academics on this issue have been sorted out,and industries such as industrial economics,institutional economics,and regional economics can be explored as the theory,views and methods,and then the concept and connotation of the integration of three industries can be defined in a multi-level,multi-angle way.The status quo and influencing factors of the integration development of the rural secondary,secondary and tertiary industries are analyzed.The first is to review the progress made in the integration of three industries in rural areas;the second is to analyze the problems existing in the integration of rural three industries;the third is to analyze the unfavorable factors that affect the integration of rural three industries;the fourth is to delve into the favorable factors which influence the integration of rural three industries.The integrated development level of rural primary,secondary and tertiary industries is evaluated.In order to reflect the overall layout of the “five in one” rural development,the availability of indicators,and the operability of the evaluation indicators,we designed an evaluation system for the integration level of rural three industries,and selected relevant indicators to construct a comprehensive evaluation index system for the integration of rural three industries,using the analytic hierarchy process to measure the level of integration of rural three industries,and further use the coupling coordination degree to carry out empirical analysis of the level of coordination between the three levels of integration of rural three industries,and evaluate the level of rural tertiary production integration in China.The economic effects of the integration of rural three industries are analyzed.Compared with the traditional single industry development,the development of the integration of the three industries in rural areas can bring a series of positive effects: the first is the optimization effect of the agricultural industry structure;the second is the expansion of the multiple functions of agriculture;the third is the improvement effect of the allocation of rural factors;the fourth is the regional effect of the integration of rural primary and secondary and tertiary industries;the fifth is the promoting effect of the growth of farmers' income and to clarify the value of the development of the integration of rural and tertiary industries.Research has been carried out on the integration of the development of primary,secondary and tertiary industries in rural areas.The first is to provide macro overall ideas for external integration in the development of rural three industries integration model,and to provide a model for rural tertiary industry integration development from the perspectives of the main entity,region,and industry.Second,by analyzing how the integration of endogenous and exogenous entities converge,it makes suggestions concerning how to nurture different subjects,and use the alliance game to provide countermeasures for how to optimize the cooperation between different subjects,based on the selection of the subject.The countermeasures for the establishment of rural primary,secondary or tertiary industrial integration mechanisms are further proposed.The third is to put forward recommendations for policy-making from the aspects of extending the internal and external agricultural industry chain,the development of multiple agricultural functions,the development of fusion forms,and the optimization of rural industrial integration and support policies.
