Since human beings entered a civilized society,poverty has always been a common problem faced by all the countries in the world and restricts the country's economic and social development and improvement of people's living standards.Since China's reform and opening up,the Chinese government has made remarkable achievements in anti-poverty.The number of poor people has dropped sharply and the incidence of poverty has been declining.However,this does not mean that China's poverty problem should be completely solved.At present,there are new characteristics of poverty in China.Rural poor families tend to be trapped in poverty for generations to come out of poverty.Rural poor families have entered a vicious circle of poverty and inter-generational poverty transmission is taking place.optimism.The 18th National Congress of the Communist Party of China clearly set forth the grand goal of building a well-off society in an all-round way by 2020.The 19th National Congress of the Communist Party of China report once again proposes that from now to 2020,it will be the winning stage for building a well-off society in an all-round way and"resolutely win the battle of getting rid of the poor."This poses new requirements for the solution of the problem of rural poverty,and the solution of the problem of intergenerational transmission of poverty has become a crucial aspect for realizing the goal of building a well-off society in an all-round way.At present,most of the researches in academia focus on a particular phenomenon and factor from the sociological point of view,ignoring the comprehensive understanding of the regional characteristics of intergenerational transmission of poverty and systematic investigation of family comprehensive factors,Under the poverty intergenerational transmission mechanism is relatively rare.In view of this,this article based on sustainable livelihood capital analysis framework and intergenerational transmission theory from the regional perspective of geography,selected six typical national and provincial poverty-stricken counties in eastern,central and western regions(Zherong and Xiapu county in Fujian province,Pingyu and Xin county in Henan Province;Weiyuan and Gulang county in Gansu Province),combined with 879 questionnaires to analyze the present situation and influencing factors of intergenerational transmission of poverty between father and children,and put forward the policy suggestions.This research firstly reviews the research progress both at domestic and foreign,and made reference to the research from domestic and foreign researches on intergenerational transmission of poverty.Secondly,it builds a sustainable measurement system of living capital for the Eastern,Central and Western regions.The livelihood capital of the poor peasant households and their summation are comprehensively considered and laid the foundation for the following analysis.Thirdly,we use the transformation matrix,correlation analysis and social network to analyze the prominent characteristics of poverty intergenerational transmission in the Eastern,Central and Western regions.Fourth,this paper uses binary statistical regression model to study the influence of self-consistency factor,ex-stressor and family livelihood capital on poverty intergenerational transmission.Finally,this paper try to put forward the policy suggestions to interrupt the intergenerational transmission of poverty from the perspective of regional planning.Through research,draw the following conclusions:(1)The total livelihood capital of farmers basically agrees with the gradient pattern of economic development in the Eastern,Central and Western regions,but there is a significant regional differentiation between the capital of different regions.From high to low,human capital and natural capital show the characteristics of differentiation from Western to Eastern.The material capital shows the Central-Eastern-Western differentiation from high to low,and the financial capital and social capital from high to low Followed by the Eastern-Western-Central differentiation characteristics.(2)The characteristics of poverty intergenerational transmission in the Eastern,Central and Western regions show the characteristics of "low income transmission","low education transfer" and "low-end occupational transmission".In terms of intergenerational transfer of income,intergenerational transmission among low-income groups and high-income groups is obvious.In intergenerational transmission of education,father and children are the most obvious intergenerational transmission when they have junior high school education.In intergenerational transmission,father and children generation is the most obvious "generation of industrial workers",followed by intergenerational transmission of occupation and"peasant".(3)The factors affecting the inter-generational transmission of poverty in the Eastern,Central and Western regions are more complex.The influence of the first fuxing factor and the family capital factor is more significant.Partly self-provoking factors have had a significant impact on inter-generational poverty transmission in the Eastern and Central regions,with no significant impact on the Western region.First,the influence of the extrinsic factors on the intergenerational transmission of poverty in the Eastern,Central and Western regions was not significant.Some livelihood capital factors have a significant impact on intergenerational transmission of poverty,mainly including material capital,financial capital and social capital,of which financial capital has the most significant impact.However,the impact of expected human capital and natural capital on intergenerational transmission of poverty Notobvious.On this basis,this paper based on the background of national precise poverty alleviation strategy,proposes the following policy recommendations and planning implications for interrupting the intergenerational transmission of poverty from the perspectives of sustainable livelihood capital,urban-rural planning and regional planning:(1)Increasing education and basic medical investment pay special attention to girls's education and women's health;(2)strengthen vocational education and enhance skills training;(3)provide microcredit to increase the stock of financial capital of farmers;(4)strengthen rural residents'social networks and enhance their ability to resist risks;(5)in response to the precise poverty alleviation strategy,strengthen the top-level system design;and(6)establish the urban-rural planning system and strengthen the construction of rural tourism and special towns.The characteristics and innovation of this study lie in the fact that on the one hand,we use the geographic perspective of regional differentiation to reveal the laws of the distribution of rural family livelihood capital and the characteristics and influencing factors of poverty intergenerational transmission in rural areas of eastern,central and western regions.On the other hand,the paper introduces the framework of sustainable livelihood analysis into the analysis of endogenous factors of intergenerational transmission of poverty,and explores the mechanism and impact of family livelihood capital on intergenerational transmission of poverty.Broken mechanism,placed in the context of precise national poverty alleviation strategy,from the perspective of regional planning put forward proposals to accurately interrupt the transmission of intergenerational poverty.
