The Study Of Public Service Equalization Mechanism And Practice Improvement In County Level

Carrying out the equalization of public service is not only the aim of promoting social fair and justice and achieving socialist value target but also the basic requirement and content of insisting on sharing development mode.Since the 17th congress of Communist Party of China,the policy of offering equal basic public service was highly noticed and pushed by the CCP.After over ten years'rapid development,the outcomes are obvious:the equal basic public service mechanism and institutions have been established and improved;the differences of public services between urban and rural areas and different regions become smaller than before;the structure of financial expenditure of government is better than before.The expenditure on public service increased faster than the increase of financial incomes in many regions;livelihood projects have been the new working points of government etc.As the well-off society is coming soon,the equalization of basic public service meets new opportunities as well as challenges.On the one hand,the demands and expectations of the people on public service increase to a new height which requires the governments improve the supplying of basic public service.On the other hand,Chinese government also meets the challenge of financial burdens.Chinese government should learn from the international experience and keep the reform of public service supplying on the diversified and sustainable path.Therefore,it is necessary to conclude the experience and lessons both in internal and international cases and make improvements and institutional innovations for the reform of basic public service supplying.This thesis focuses on the new trend and problems in the reform of public service equalization rather than the necessity,importance or basic policy framework of this area.For the methodology,this thesis tries to combine literature studies and empirical studies.Social welfare theory and new public administration theory will be applied in this thesis.This thesis selects a normal county as the case of the empirical study.The case study will focus on aspects of compulsory education,public culture,public health and social welfare of the public service equalization reform in Baokang County.Conclusions are made:basic public service equalization reform has made obvious achievements;the carrying out process of public service equalization has typical Chinese characteristics;it has established and improved effective institutions to execute works;the approaches of public service supply have been improved.Meanwhile,there are still many new problems and challenges in carrying out the public service equalization reform.Chinese government needs to adjust policies as well as improve the mechanism.This thesis gives policy recommendations as that it is necessary to consider about both efficiency and fairness;the reform should keep in the fair path without any bias;China still needs to learn experience from the world;the relationship between the market and the government in the reform needs to be noticed;it is important to balance long-term and short-term strategies.
