| "The equalizationism of basic public services"is defined as one of the new government six plan of building a well-off society in the"government's work report"of First Session of the Eleventh Province People's Congress. It puts forward the goal of"doing our best to ensure that the whole province enjoy their rights to education, employment , medical, old-age care and housing, so as to speed up the development of the basic public service for all the people". It meets the demand of the thoroughly Applying the Scientific Outlook on Development and building a harmonious socialist society. It is also the essential base of carrying out the general stategy of"pioneering makes people rich and innovation makes province strong". Besides, it's an important strategic act of strenghening all aspects of people's livelihood and improving harmonious society. All these contribute to making Zhejiang province keep the leading place in the entire nation. However, with the speeding up of marketization, there comes up a series problems of employment, basic medical care and health services, compulsory education, social security as well as environmental protection caused by market failure in the process of marketing and market's excessively displacing the government in the area of public service. On one hand, the basic public service is underserved; on the other hand, people between town and country, or different areas or different crowds still enjoy inenqual public service.This essay analysis some existing problems for the present situation of the whole province public service equalization. Drawing lessons from the experience home and abroad and then analysising by synthesis, I offer some relating suggestions from the view of establishing and improving financial security mechanism.This essay is divided into six parts:The fist part is introduction.
