The teacher qualification system has been put into practice for over ten years, but it didn't really realize the teacher qualification system, which are many reasons for that. This paper is to compare and study American, French and Japanese teacher qualification system, combining our country, I think if we want to succeed in really realizing the teacher qualification in China, we must carry out the following work: 1.We need to set up the consummate management and depend on our country's laws; 2. We must bring forward the uniform request of the teachers' speciality diathesis according as the teacher's specialization character as quickly as we can.;3. We must follow the rulers in proper sequence, set up the proper teacher qualification system; 4.We must completely carry out the new idea that the multiversity tries setting up the Normal College, establish the new system of the teachers' education; 5.We must improve the teachers' educational level, the teachers must set up the idea of studying for life; 6. We must be strict in establishing the teacher qualification system, gradually realize the teacher qualification system substantially.
