Strategic Research On The Approach To Accurate Eradication Of Poverty:Lifting The Sporadic Poverty In Neijiang City

As a huge challenge facing the world today,poverty is not only an economic issue,but also involves political stability globally and plays significant role in the progress and development of human civilization in the world.Since the country's reform and opening-up Chinese government has made continuous efforts in poverty alleviation in the past decades and taken around 700 million people in China out of poverty by now.This is largely due to the effective resources mobilization and concentration to accomplish large undertakings,which ultimately benefits from the strong leadership of the Communist Party of China(CPC)and the system of socialism with Chinese characteristics.Neijiang is a typical western city which had long been trapped in Sporadic Poverty.Reasons for its poverty are of great diversity mainly caused by the large-scale but scattered distribution of the poor population.Owing to the actively exploration of the poverty alleviation mechanism aiming at the Sporadic Poverty,by the end of 2017.Neijiang has successfully lifted 148 villages out of poverty and reduced the poverty population by 1,159,551.The city impoverishment rate achieved by 3%.In this paper,the purpose and content of the study are presented on the basis of theoretical research into setting,significance and other relevant respects,and approaches and guideline are put forward.Some concepts are further sorted out and defined properly,such as research of foreign poverty alleviation and China's precise poverty alleviation,absolute poverty and relative poverty,poverty threshold and sporadic poverty(a phenomenon where poverty-stricken families still remain in an affluent area),and then fundamental information about Neijiang City is gained accordingly through committing statistical analysis and questionnaires into the local poor families,including population and villages under poverty threshold,main causes for poverty,general characteristics of sporadic poverty,and poverty alleviation programs.Thus,five aspects of poverty alleviation show themselves: hard location of such scattered families,enhancement of team building for rural grassroots cadres,low level of education in the targeted families,sluggish process of industry-led poverty alleviation,and increased difficulty at final stages of poverty alleviation.In response to the aforementioned issues,five countermeasures are proposed accordingly,including betterment of precise poverty alleviation policies and connections between rural grassroots cadres,more effort into intellectual poverty alleviation,industry-led poverty alleviation and policy protection mechanism.In the final part of the paper,some conclusion is drawn as follows: First,while the fulfillment of policies issued by the government against the poverty relief in areas of sporadic poverty like Neijiang City,a path should be essentially trailblazed in accordance with the City's conditions,to figure out underlying causes of poverty precisely for every household,and consequent schemes are supposed to design for such families.As for the municipal sectors,they should impose a tight and rigid control over rural counterparts by setting up feasible measures on supervision and incentive,and by improving education of rural grassroots cadres.Second,local governance is required extra accuracy on definition of poor households,and relief work and examination on poverty alleviation.Finally,a particular poverty relief mechanism should be built to help out these poor households,with reference to the complex causes for sporadic poverty in the area.At the end of the paper,some failing points and future work as well are suggested and discussed,in the hope that they may act positively as constructive material for further study,especially on fight against sporadic poverty in some areas.
