Research On Evaluation And Route Plan Of Heilongjiang Rural Industrial Integration

China's reform and opening up,the establishment of the Household Contract Responsibility System,the increase of agricultural products prices,and the narrowing of the"scissors gap"between the prices of industrial and agricultural products have stimulated the majority of farmers' motivation,liberated the rural productive forces,promoted the rapid growth of agricultural products,and realized the historical transformation of agricultural products supply from long-term shortage to total balance and even surplus in bumper harvest years.However,China is still faced several challenges such as the high cost of agricultural production,the continuous deterioration of agricultural resources and environment,the climb of fierce competition in the international agricultural product market,and the asynchronous growth of farmers' income and agricultural economy.Therefore,after the central rural work conference in 2014,the central government have published document No.1 for five consecutive years from 2015 to 2019 to organize the development of rural industrial integration.Besides,it has successively launched 18 supporting policies for rural industrial integration at the national level,supporting rural industrial integration from the perspectives of talents,funds,land,tax,etc.Consequently,this document lead to promote the diversification of rural industrial entities and new business forms,and make farmers share more profits from the industrial chain.In this regard,rural industrial integration development is an unattainable development stage in the process of agricultural modernization in China to solve the "three rural" problems,promote industrial prosperity and realize rural revitalization.Heilongjiang province's grain output has been the first in China for 10 consecutive years,and its annual output has exceeded 75 billion kg.Explicitly,Heilongjiang is designed as an important agricultural province.Nevertheless,long time ago,Heilongjiang Province didn't qualified as a strong agricultural province.Due to several reasons such as,the low value-added rate of agricultural products processing,the low level of agricultural industrialization,the slow growth of farmers' income and the low degree of rural industrial integration have been overwhelmed the development of agricultural economy in Heilongjiang 'Province.Therefore,it is imporant to study the development of rural industry integration in Heilongjiang Province.More importantly,Heilongjiang province's rural industrial integration path can provide a strong reference for the national rural development.In line with the comprehensive analysis of the core concept of industrial integration,the basis of industrial integration,the driving forces and other related theories,the theoretical reference frame needed for this study is constructed,and the relevant elements involved in the path selection of industrial integration are determined on the theoretical level.Furthermore,this dissertation measures and evaluates the degree of rural industrial integration in Heilongjiang Province from both qualitative and quantitative perspectives.According to the investigation results and actual cases of rural industrial integration in 13 cities of Heilongjiang Province,the existing techniques and main problems of rural industrial integration in Heilongjiang Province are analyzed.In terms of quantitative research,this dissertation uses an analytic hierarchy process.Based on principle of rural industrial integration measurement index system,we have selected 20 indicators reflecting the level of industrial integration,constructed the index system of rural industrial integration,and comprehensively evaluated the level of rural industrial integration in Heilongjiang Province.Based on the current situation and level of rural industry integration in Heilongjiang Province,this dissertation uses the obstacle analysis model to measure the main obstacle factors restricting the development of rural industrial integration in Heilongjiang Province and clarify the main conflict leading to the apparition of the obstacles.Then,this research defines the development ideas,principles and objectives of Heilongjiang rural industrial integration and locks in the path selection of Heilongjiang rural industrial integration development from the theoretical level.Additionally,to make the path more useful,this dissertation combines the reality of the development of rural primary,secondary and tertiary industries in Heilongjiang Province.It makes,therefore,a concrete choice of the path from the practical level.From the government perspective,which presents the most important bodies of rural industrial integration,this dissertation puts forward policy suggestions on the realization of Heilongjiang rural industrial integration from the macro level,such as expanding the field of agricultural opening-up and cooperation,optimizing the development elements of rural industrial integration,strengthening the infrastructure construction of rural industrial integration and strengthening the government service function of rural industrial integration.
