| At present,China’s higher vocational education is in a critical period of transformation from quantity to quality.Carrying out educational evaluation is an important institutional guarantee to ensure the talent training and school running quality of colleges and universities,and the new situation and new tasks faced by higher vocational education put forward new requirements for the evaluation work.China has experienced three rounds of national evaluation of higher vocational colleges.Among them,the first round of evaluation focuses on standardizing the basic school running conditions and teaching management of colleges and universities,the second round of evaluation focuses on strengthening the connotation construction and quality improvement of colleges and universities,and the third round of evaluation focuses on highlighting the adaptability and service ability of colleges and universities to social needs.Developmental assessment,as the latest development trend of international education assessment,has not entered the field of education in China for a long time.At present,it is mainly used in the field of basic education and higher education,and there is little theoretical research and practical application combined with vocational education.On the basis of the previous three rounds of evaluation work and under the background requirements of deepening the reform of education evaluation proposed by the state,carrying out the "Research on the developmental evaluation of Higher Vocational Colleges in China" has certain directionality,timeliness and space.Taking the core concept of "people-oriented" of developmental assessment as the logical starting point,following the technical route of "raising problems-analyzing problems-solving problems",this study comprehensively uses a variety of research methods such as literature research,historical research,policy analysis,comparative research,questionnaire survey,in-depth interview and mathematical statistical analysis,combined with the thinking of "meta assessment",and forms the following main conclusions:First,developmental assessment is not only an assessment model,but also an assessment concept and philosophical paradigm.The basic philosophical paradigm of developmental assessment in higher vocational colleges is: The core idea and value orientation of developmental assessment is to pay attention to human development;The basic path of developmental evaluation is the directional coordination of the overall evaluation elements;The key element of developmental evaluation is the targeted design of evaluation index system;The ultimate goal of developmental assessment is continuous improvement rather than conclusive identification.Second,the construction of the development evaluation subject of higher vocational colleges.Build a diversified evaluation subject mechanism characterized by "interest related".Strengthen the position and role of enterprises and institutions as the employer demand side in the evaluation subject.Further respect the evaluation subject status of the evaluated institutions.Explore and promote the construction of the thirdparty evaluation subject under the policy of "separation of management and evaluation".Third,the construction of developmental evaluation content of higher vocational colleges.Build an evaluation index system with "human development" as the main consideration,including school development,teacher development,student development and service development.Taking "application ability as the main line" to consider the sustainability of students’ development,we should not only focus on cultivating students’ initial employment ability at graduation,but also focus on cultivating students’ ability of re employment or entrepreneurship,that is,the ability of sustainable development.There should be room for the combination of generality and individuality in the design of the system.For the combination of adaptation and transcendence,an "open window" should be set up in the construction of the index system.Fourth,the construction of developmental evaluation methods in higher vocational colleges.Strengthen the breadth and depth of modern information technology in the application of developmental evaluation,and focus on mining the internal mechanism hidden behind the appearance and data.Comprehensive use of various evaluation methods and means to realize the transformation of the process evaluation method of "combination of static and dynamic,focusing on dynamic".We should make full use of "personal in-depth interview",as well as the two database systems of "national higher vocational college status data monitoring center" and "higher vocational college talent training work status data collection and management platform".Pay attention to strengthening the selection of evaluation experts and the construction of meta evaluation mechanism.Fifth,the construction of the application of developmental evaluation conclusions in higher vocational colleges.Developmental assessment is not a summative assessment,not a competitive assessment,but a process assessment to promote development.The evaluation conclusion is based on the continuous"exchange,communication and consultation"between the two sides.The application of the evaluation conclusion is based on the problem-oriented thinking principle.Through"pulse,diagnosis and prescription",it continues to form a"spiral"sustainable development trend,so as to achieve the original mission of"promoting construction with evaluation and focusing on construction",which is the ultimate goal and final destination of the development evaluation of Higher Vocational Colleges in China. |
