| High quality teachers are the premise and cornerstone of realizing the high-quality development of education,and high-quality students are the premise and foundation of cultivating high-quality teachers.Attracting more high-quality students to apply for normal education and cultivating a large number of excellent teachers and future educators are the strategic requirements of the party and the state for normal education in the new era.However,on the whole,the quality of students majoring in normal education in China is still not high,and the enrollment score is lower than that of comprehensive universities at the same level.In view of this problem,how the state makes efforts from the perspective of policy to effectively improve the quality of normal students and let excellent people cultivate better people is a major strategic problem that needs to be solved urgently.Using cluster analysis and Delphi method,this study confirmed that the quality of students contributed the most to the 12 factors affecting the cultivation of high-quality teachers,and the index weight was as high as 0.18.On this basis,using the signal theory and bounded rationality theory,this paper constructs the analysis model of "signal choice" student attraction policy,and uses the historical natural control experimental research method to analyze the impact of different value orientations on the quality of normal professional students in three periods of implementing,canceling and re implementing the student attraction policy.The study found that: first,the national policy lever adjustment has played a vital role in attracting high-quality students of normal majors.When the policy of attracting high-quality students was implemented,the quality of students of normal majors remained good on the whole.After the cancellation of the attraction policy,the quality of students of normal majors began to decline.When the state implemented the policy of attracting students of normal majors again,the quality of students began to rise.Second,the policy of attracting high-quality students of normal majors in different historical periods is not single,but "combined",such as free,employment security and special enrollment.In a specific historical period,some of the "policy mix" are "strong policies" that play a key role,and some are "weak policies" that play a supporting role.Third,the role of national policy is conditional.When conditions change,there is a transfer and transformation between strong policy and weak policy.That is,in a certain stage of development,the "strong policy" may be "weak policy" in another development stage,such as registered residence policy;Some policies have always been "strong policies",such as employment policy.Fourth,the investigation on the current high school students’ decision-making behavior of applying for the examination found that they pay more attention to the development factors such as professional interest and future employment than the material factors such as free,but the free policy still has great attraction to low-income families.Through the empirical research on the relationship between the school running level of colleges and universities and the quality of students,it is found that improving the school running level of normal colleges and universities is helpful to improve the quality of students of normal majors.Therefore,this study believes that in order to attract high-quality students to apply for normal majors,the government,universities and society need to work together.First of all,the government should actively improve the policy of attracting students,adopt different policy designs for different types of candidates,release stronger policy signals,further broaden the rising channels of public funded normal students and vigorously strengthen the coordination between policies while continuing to adhere to the policies of ensuring employment and exempting tuition fees.Secondly,the government should give normal universities greater autonomy in running schools,guide normal universities to strengthen their own hard power construction,improve the level and level of running schools,and convey an effective signal of the construction and development of normal majors to the society and candidates.Finally,the government should guide the society to respect teachers and attach importance to education,improve teachers’ social status,professional feelings and development space,and make teachers truly an enviable profession. |
