Coal is a significant energy, but China's coal resources Management Information System(MIS) is still at its initial stage. At present, the MIS used at the level of counties are developed by Information Center of Ministry of Land and Resources. As it is designed for single computer, the data transmission model is behind the times and the data can not be shared within the land and resource bureau. Take Tai'an Land and Resource Bureau for an example, we researched and developed a coal resources management information system based on three-tier C/S (Client/Serve)to satisfy the needs of coal resources management.According to the current development and application of the coal resources management information system home and abroad, an innovative and available MIS is researched and developed. The key technology of MIS is researched and emphasis are put on the development of management information systems, system architecture, database technology and ODBC(Open Database Connectivity) middleware technology. Based on the system needs analysis, objectives and ideas if the system is brought forward, and systems object-model established. In accordance with the principles of system design, the structural design of the system is realized and subsystem divided. Research contents of database design include database structure characteristics design, database behavior characteristics design and database physical model design. In terms of the basic steps of database design, database is established in detail. Choosing windows-based Microsoft SQL Server2000, which is a relationship database management system as the software platforms and using PowerBuilder as the programmer tool achieve main function and database modules of the system. Besides, we discussed the application of key technologies in the system, such as accessing technique of database under structure of C/S and B/S, database security mechanisms in C/S structure, data sources automatic registration by using of INI file, conversion technologies between isomerous database, the ideas and methods to make complicated report forms by the use of PB and Formula one, the applications optimized methods and so on.
