At modern times, along with the science and technology's developing swiftly and violently, and the big industry's rising, the human beings have been creating the material wealth continuously. At the same time, they brought extremely serious destruction to the ecological environment where they live and develop, that has not only resulted in economic loss, but also made unprecedented threat to the humanity. The rapid inflation of population makes the ecological environment overburden in various countries in the world, and the contradictions and problems of the foodstuff, energy and fresh water. The harmony between people and nature becomes all people's innermost voice in the country. The ecotopes and people who live there get enormous attention. The academia appeals to maintain the ecological resources and environment by establishing ecological compensation, and the political circles have also done more devotion to the ecological compensation. Although this has made certain progress, the effect is not perfect. To harmonize ecological construction, becoming rich from poverty, and economical development conflicts obviously in the certain social economy development phase, especially for the ecological regions which are undeveloped. They are restricted by frail vegetation, inconvenient transportation, weak industry foundation, little information, and so on, but play the role of protecting environment and ecological construction. It makes them develop difficultly, which is unfair and runs counter to establishing harmonious society.Then "how to develop and where to develop" or the undeveloped ecotopes become two difficult problems which Chinese ecological compensation has to face to. I think exploration in different places as a regional ecological compensation mechanism is effective to realize ecological compensation. The undeveloped regions skip out of where it is by spatial shift, and find developed region round as a platform to develop. Then they can realize dual goal of economic and ecological benefit as well as two wins between developed and undeveloped regions by cooperation. This article analyzed its intrinsic mechanism in detail, and took four effects including "the economies of scale", "the resources conformity", "the regions cooperation", and "the spatial shift" to support its theory. This article analyzed the successful practice of Jin-Pan Economic Development Zone, using integration of induce and deduct, demonstration analysis and standard research, qualitative and the quantitative analysis. This article studied the practice of exploring in different places to realize regional ecological compensation, and summarized the methods, conditions, and so on, of implementation. All above is innovation of this article.This article started with ecological compensation, and expatiated on the background, the significance as well as the realistic foundation of implementing ecological compensation in our country. Then it summarized the theories on some important conceptions of ecological compensation and ecological compensation mechanism. This article first elaborated the background, implication and theory foundation of ecological compensation, then summarized the content of ecological compensation mechanism, which includes the principle, classification, compensating standard, compensating intensity, and financing channels of ecological compensation, and so on. Afterwards the problems hiding in the ecological compensation deeply was dug out. Although we have gotten great achievement in ecological compensation, the fact is that destroying environment is continuing at present. Because the ecological compensation mechanism itself has many problems, moreover, it is at the exploring stage and is not mature. Could we find an effective ecological compensation mechanism to solve these problems above? Regional ecological compensation has been brought out newly. In this article, I expatiated on the meaning, content, and significance of it, and analyzed the advantages and disadvantages of its four modes deeply, then pointed that exploring in different palaces is the most effective regional ecological compensation mechanism. At last, with the successful practice of Jin-Pan Economic Development Zone, I explained why exploring in different places is an effective regional ecological compensation mechanism and confirms to Chinese concrete natural conditions.
