This paper studied real estate residential project planning and development. Nowadays, with the rapid development of our economy, the town's per capita annual income reached 21033 yuan, and the per capita residential area was 31 square meters. Every year new housing area reaches nearly 20 million square meters, more than the developed countries the architectural area of the year combined. Real estate residential market presents a new trend:community afforestation and landscape, many new room models emerge in endlessly, high-rise residential more and more, residential construction are paying more attention to human-pursuit function, quality, environment, green greening, ecological, energy conservation and environmental protection property elements are mentioned to important height, etc. However, income growth can't also keep up with the pace of housing prices "development" forever. The current housing policy system of the so-called "two rail system" in housing market—the housing market speculating and living function both, so in this housing market, it is impossible to squeeze a real estate bubble and curb excessive prices. Responsible for the consequence that, more people want to possess a housing which life needs had to choose a mortgage loan way, the property profiteering and prosperity make housing become the focus of social harmonious relationship once again, so the development of real estate residential projects discussed becomes current urgent issues.This article first discussed the background and significance of research papers, and analysed the current station which national real estate development enterprises develop residential projects, and reviewed the present situation and the development of urban residential areas, lastly, this article explained the concepts of urban residential areas and community planning and analysed the characteristics, function of residential area and its basic characteristics. Then according to the development programs of real estate project,the paper expounded the each phases'contents of living project development work analysis, including living project preliminary planning, location, as well as residential project design and planning, the analysis towards consumers, construction and the work of late selling stage, and so on, as to provide a basis for formulating a rational development scheme overall and effectively. This part is the core and key of this paper.The paper studied the cost control and assessment system of real estate development project implementation phase, based on the dynamic control theory, as development enterprises,the community project decision-making, design, bidding, construction and completion and each phase, must be analysed and controlled. And this article summarized the development process cost control evaluation system, as well as the cost composition objects, land cost control, engineering construction cost control, finally the paper evaluated the quality and function of residential project products. This part is the innovations.For residential areas (projects) research and development work,author did some entity cases investigation. And case study analysis-take the " Tianjin YangLiuQing Baoan Jiangnan City Project" which Tianjin Baoan Real Estate Company LTD. had developed for an example to discuss the each stage content of construction project development work.Lastly the paper completed full-text conclusion and prospect.
