With the rapid development of urbanization process and the living standard, the urban roads and automobiles scales have increased, and urban traffic congestion is becoming increasingly serious. At present, the domestic urban integrated traffic system planning, construction, operation, management and the basic information technology lag behind the rapid development of urbanization, which has become the bottleneck of urban economic and social development and urban functioning. Accompanied by the emergence of all kinds of traffic problems, planning and construction of road traffic have been taken more and more attention, new technologies and methods continue to be applied to the field of traffic planning and construction, especially a modern computer and communication technologies.Though many related departments on traffic planning, management and construction have established separate information platform, each information platforms running independently, it is difficult to exchange and share information across platforms, which results in a great waste of information resources. In addition, the currently traffic information platforms operating independently with mode of inconsistent standards, not unified planning and management, imbalance development, resources and information barriers exiting between departments, have formed islands of information, which not only cannot provide scientific decision-making basis for managers, but also unable to provide quality information services for travelers.This paper first studied the system flow on the module of government behavior, traffic planning and social economy, then analyzed government information shared degree and traffic planning construction comprehensive benefit related of feedback ring by system dynamic, and built active shared mechanism and information shared mode, accordingly found out the demand and function of traffic planning information system. Through the description on traffic planning information system logic structure built by Regional Common Information Platform Centers, City Information Platforms and City Information Application Platforms, the paper designed the physical structure with the function modules of Import, Integration, Data Storage, Data Mining, Export and Data Application, and it analyzed security risk and formed solution program for information network security based on User Security, Authentication, Data Encryption, Software Protection and Issues Warning. By analyzing the demand of traffic planning information network, this paper compared with VLAN, the Long Dial and Long Line Service, and VPN in the fields of investment costs, implementation modalities, scope and security, and it designed the VPN communications network with IPSec technology; then the paper compared with XML, CORBA, and DTS, and implemented data fusion by data conversion service in SQL Server 2000, at last it established DTS packages through the example on SQL Server 2000.
